About this opportunity
The City of Cleveland, through its Department of Port Control, is seeking qualified insurance brokerage firms to provide Owner-Controlled Insurance Program (OCIP) Brokerage Services for the Terminal Modernization Development Program (TMDP) at Cleveland Hopkins International Airport. The procurement is a Request for Qualifications (RFQ) targeting firms with demonstrable competence in marketing, insurance brokerage, and administrative services for a comprehensive airport infrastructure project. The selected firm will be responsible for designing, marketing, and implementing an insurance program covering multiple construction contracts, including risk assessment, claims management, safety consulting, and administrative services. Evaluation criteria will be points-based, with 30% allocated to firm qualifications, 35% to management methodology, and additional points for project approach, cost estimate, and community impact. The RFQ was released on October 15, 2025, with responses due by November 26, 2025, at 2:00 pm, and a pre-qualification conference scheduled for October 29, 2025. The proposed contract term is nine years, covering a total program budget of approximately $1.6 billion for landside development and terminal improvements.
The City of Cleveland emphasizes community engagement and local business participation, with a focus on utilizing local and minority-owned businesses. The procurement encourages workforce development, local hiring, and economic opportunities for Cleveland-based enterprises. Contractors must comply with federal contract provisions related to nondiscrimination requirements, including protections for race, color, national origin, sex, age, and disability. The project will require strict adherence to security regulations, including comprehensive background checks, badging procedures, and compliance with Transportation Security Administration (TSA) guidelines. Potential respondents must navigate complex requirements, such as the Local Producer, Local-Food Purchaser, and Sustainable Business Preference Code, which offers bid discounts for local businesses. The OCIP will provide extensive insurance coverage, including general liability, automobile liability, workers' compensation, and professional liability. While specific award value details are not explicitly stated, the project's $1.6 billion budget suggests significant potential for the selected insurance brokerage firm.
