About this opportunity

Capital Metropolitan Transportation Authority (CapMetro) in Austin, Texas is soliciting proposals under RFP 816598 for outside legal counsel supporting a transit-oriented development public-private partnership project, with a pre-proposal conference on November 19, 2026 at 10:00 a.m. CST via Microsoft Teams and proposals due December 9, 2026 before 3:00 p.m. CST. Services are entirely funded through federal grant funds and must comply with 2 CFR Part 200 and applicable federal, state, and local law.

The work spans three tasks: Task I, entitlement and land use readiness support; Task II, delivery partner statement of qualifications support; and Task III, an optional task covering RFP and P3 contract implementation support. Offerors must certify that the prime contractor will perform no less than thirty percent of work with its own organization, disclose organizational conflicts of interest and contingent fees, and certify absence from federal debarment lists. CapMetro will verify qualifications against the Federal System for Award Management and the Texas Comptroller's Debarred Vendor List.

Pricing is firm-fixed on fully-burdened hourly rates by job classification, covering salary, overhead, general and administrative expenses, travel, mileage, insurance, and profit. Pre-set reimbursable allowances are $1,250.00 for Task I, $1,125.00 for Task II, and $625.00 for Task III, within a combined not-to-exceed total of $3,000.00. Pass-through expenses must be direct costs without markup, and sales taxes are excluded because CapMetro is tax-exempt.

Evaluation rests primarily on TOD and comparable project experience with public transit entities, the proposed work plan and technical approach, personnel qualifications, and past performance, including client references and the ability to bring complex transactions to closure on time and budget. CapMetro may award on initial proposals without further discussions. Reference questionnaires must reach CapMetro directly by December 9, 2026 at 3:00 p.m. via procure.help@capmetro.org, with follow-up routed through Contracts Administrator III Deborah Knutson.

Written questions are due November 30, 2026 at 3:00 p.m. CST, with responses issued December 3, 2026. Oral discussions are tentatively scheduled for December 22–23, 2026, final proposal revisions are due January 4, 2027, and contract award is anticipated in February 2027.
