The project is designed to treat acid mine drainage (AMD) and reduce iron levels in the Hodgesville area through a comprehensive wetland system treatment facility. The mandatory pre-bid meeting was held on January 25, 2024, at 10:00 a.m. on site, with technical questions due by February 12, 2024, at 4:00 p.m., and bids due electronically through wvOASIS by February 27, 2024, at 10:30 a.m. Bidders must submit all bids with firm, fixed pricing structured as lump-sum payments for mobilization and demobilization (not to exceed 2 percent of total bid), administration (not to exceed 3 percent), construction layout (not to exceed 1 percent), quality control (not to exceed 1 percent), and site preparation (not to exceed 2 percent), with unit pricing for construction materials and labor. All work must comply with ASTM, AASHTO, AWWA, and West Virginia Department of Transportation specifications, include mandatory quality control testing such as nuclear density testing for compaction (95 percent of maximum dry density), hydrostatic pressure testing for pipes, and HDPE liner seam testing, and be completed within 365 calendar days from the Notice to Proceed. Contractor responsibilities include utility location verification through WV 811, erosion and sediment control in compliance with NPDES permit requirements, environmental protection throughout project duration, maintenance of temporary structures and site drainage systems, and a one-year warranty following final acceptance.

The solicitation contains no specific set-aside designations for disadvantaged enterprises, though bidders must demonstrate they are not federally or state debarred and have no outstanding environmental enforcement actions or unresolved DEP vendor complaints. Bidders must submit a signed Drug-Free Workplace Affidavit and, for contracts exceeding $25,000, provide certified drug-free workplace reports to the West Virginia Purchasing Division. All bids are subject to state and local compliance requirements, and vendors must acknowledge receipt of all issued addenda (Addendum No. 1 and Addendum No. 2) using the provided Addendum Acknowledgment Form; failure to acknowledge addenda may result in bid disqualification. For contracts valued over $250,000, the apparent low bidder must submit a subcontractor list within one business day of bid opening identifying all subcontractors performing more than $25,000 of work. The Engineer's estimate for the project is $774,000, establishing the anticipated contract value and evaluation baseline. Liquidated damages of $1,000 per working day apply for delays beyond the contract completion date, and the State reserves the right to reject any bid as non-responsible or cancel the contract upon 30 days' written notice.
