About this opportunity

The State of Minnesota is requesting proposals for ordering services to support the Minnesota Sex Offender Program at Moose Lake and St. Peter Correctional Facilities, with proposals due August 5, 2026, at 3:00 p.m. Central Time and questions due July 20, 2026. The State may award multiple contractors if deemed in its best interest.

Preference points are available for contractors certified as Targeted Group, Economically Disadvantaged, Veteran-Owned, or DEED/DCT providers. The State evaluates small business status according to Minnesota's Office of State Procurement size standards, considering ownership by racial minorities, women, individuals with substantial physical disabilities, veterans, or service-disabled veterans, or location in economically disadvantaged counties.

The contractor must implement an electronic ordering system with 25 or more kiosks (12 mobile units at Moose Lake, 13 at St. Peter) to serve approximately 750 civilly committed clients across approximately 600 available items including over-the-counter medications, hygiene products, food and beverages, clothing, and electronics. Weekly deliveries to each facility are required. Products must be shelf-stable, non-refrigerated, individually packaged in clear plastic bags, and exclude glass containers, metal containers, and foil packaging. The contractor must maintain a 98% monthly fill rate per location and work cooperatively with Minnesota State Services for the Blind vending operations. All costs for the electronic ordering system, kiosk acquisition, building, maintenance, software upgrades, installation, setup, delivery, and insurance are included in the contractor's quoted price, which must remain firm for the initial contract term.

The contract term runs November 1, 2026, through October 31, 2028, with options to extend an additional 36 months in State-determined increments. The estimated annual contract value is $300,000 to $500,000, representing neither minimum nor maximum obligation. Clients have a $140 weekly spending limit; MSOP clients spent in excess of $1.1 million in 2023–2024.

Evaluation employs a 1,000-point scale plus up to 120 preference points, weighted across acceptance of State terms (300 points), work and transition plans (50 points), technical questions response (150 points), VPAT accessibility documentation (100 points), ability to provide wish-list products (50 points), and cost proposal (350 points). The contractor must maintain $2 million in combined general liability, professional liability, and network security and privacy liability insurance. All responses must be submitted through the SWIFT Supplier Portal; electronic submission only.
