Potential bidders must comply with various administrative requirements, including E-Verify certification, drug-free workplace documentation, and disclosure of potential conflicts of interest or litigation history. The project site, located on a former World War II training facility (Pinecastle Jeep Range), requires specialized safety protocols, including 3R (recognize, retreat, report) training and a UXO (unexploded ordnance) technician on-site during earthmoving activities. The estimated project cost is $17,798,576.00, and the contract will be awarded to the lowest responsive and responsible bidder, with progress payments subject to a 5% retainage.
