About this opportunity
The Maryland State Police Quartermaster Division is requesting proposals for Oracle Commercial Off-The-Shelf (COTS) software licenses, installation, training, and manufacturer's warranty and maintenance services under PORFP W00P6601382, with proposals due March 30, 2026 at 2:00 PM. This procurement is restricted to Master Contractors authorized under the Commercial Off-The-Shelf Software 2012 Master Contract (060B2490021) for Oracle — a sole-eligibility gate.
The scope covers three functional areas: COTS software licenses (FA I), installation and training services (FA II), and manufacturer's software warranty and maintenance (FA III). The software requirements include perpetual processor licenses for Oracle Database Enterprise Edition, Oracle Advanced Security, Oracle Diagnostics Pack, Oracle Tuning Pack, and Change Management Pack at 2 processors per product line. This is a renewal of existing enterprise software licenses rather than a new implementation. Warranty and maintenance services commence June 1, 2026 and conclude May 31, 2027. All equipment must be new and unused; contractors may not impose restocking fees for returns due to damage or incorrect shipment.
Equipment is to be delivered to the Maryland State Police Quartermaster Division at 7745 Washington Boulevard, Jessup, Maryland 20794, with on-site contact Sergeant David Marshall. Award is based on price and timeliness of delivery, stated in descending order of importance. Proposals must be submitted electronically through the eMaryland Marketplace Advantage (eMMA) portal and must include Manufacturer's Suggested Retail Price (MSRP), warranty terms, estimated ship dates and lead times, and a Mercury Affidavit. No small business reserve applies. The contracting officer is Gregory Chason at (410) 379-9410 or gregory.chason@maryland.gov. Invoices should be directed to MSP Accounts Payable at 1201 Reisterstown Road, Pikesville, Maryland 21208, or via email at Msp.accountspayable@maryland.gov.
