About this opportunity

The Oregon Department of Transportation (ODOT) is conducting a Mini Request for Proposal (Mini-RFP) for Architecture and Engineering services to develop and implement curb ramp improvements on OR224 and OR213 highways in Happy Valley and Mulino, Clackamas County. The project involves designing and remediating approximately 28 non-compliant curb ramps to meet Americans with Disabilities Act (ADA) standards, with the goal of addressing 75 percent of non-compliant locations by December 31, 2027. The procurement is specifically for a Work Order Contract (WOC) under existing Price Agreements, with two primary project phases: Phase I covering ramp evaluation, package development, design, final PS&E preparation, and bidding assistance; and Phase II involving construction administration and engineering/inspection services. Proposal evaluation criteria will include staff experience, project approach, local presence, availability, and previous project performance. The project is scheduled to start in April 2025 and complete by July 2027, with a final PS&E date of October 20, 2025, and proposals are due by April 29, 2025.

The solicitation includes a Disadvantaged Business Enterprise (DBE) participation goal of 15%, and is restricted to vendors with existing price agreements with ODOT. Kittelson & Associates, Inc. has been identified as the top-ranked firm for contract negotiations, with Robert DeVassie designated as the ODOT Project Manager. The total construction budget is anticipated not to exceed $970,000 and will be funded by the Federal Highway Administration (FHWA). Compensation methods may include cost-plus fixed-fee, fixed price, time and materials, or a combination of these approaches. Proposers must submit detailed qualifications, including key staff resumes, project samples, and approach descriptions, with additional required documentation such as a Quality Plan, Committed DBE Breakdown, and various certification forms. The contract requires comprehensive services including survey, environmental compliance, utility coordination, right-of-way acquisition, design exceptions, traffic engineering, and preparation of plans, specifications, and estimates (PS&E) for bidding.
