About this opportunity
The Oregon Department of Transportation (ODOT) is requesting bids for restoration planting services at the South Yamhill River Bridge in McMinnville under ITB #S-73000-00017071, with bids due August 6, 2026 and a voluntary pre-bid conference scheduled for July 28, 2026 at 1:00 p.m. at the project site (Kiwanis Marine Park, 1400 SE Brooks Street, McMinnville).
Bidders must hold an Oregon Landscape Contractor's License and demonstrate a minimum of three years of experience in similar work, supported by three references from contracts completed within the last three years. The scope includes wildlife fencing installation (812 linear feet plus a double gate), permanent seeding across multiple mixes (2.6 acres total), installation of 81 trees (species and sizes specified across conifer and deciduous types), 265 shrubs, 273 seedling plants, and 1,460 live cuttings (willow, dogwood, and native species), with a five-year plant establishment and maintenance period. All work must comply with the 2024 Oregon Standard Specifications for Construction and detailed planting plans specifying native vegetation, mycorrhizal inoculant application, rain basin construction, and stake installation. Herbicide application is restricted to water or vegetable-oil carriers and prohibited during saturated soil conditions, within 48 hours of forecasted rain exceeding 0.5 inches, when wind speeds fall outside 2–10 miles per hour, during temperature inversions, or when ground temperatures exceed 80 degrees Fahrenheit. Contractors must submit a contract growing plan within 30 calendar days of notice to proceed and a plant establishment plan at least 15 days prior to landscape work. Biannual inspections are required in mid-to-late May and mid-to-late September throughout the establishment period. All materials and fencing must be removed and salvaged within one month of the five-year mitigation period conclusion.
The contract extends through December 31, 2033, with compensation on a fixed unit-price basis for actual quantities delivered or performed. Prevailing wage requirements apply under Oregon Revised Statutes and the Davis-Bacon Act (higher of state or federal rates). Commercial general liability insurance of at least $1 million per occurrence and $2 million annual aggregate, automobile liability with $2 million combined single limit, and workers' compensation insurance are required. The project is not federally funded but is part of a larger project involving federal funds, requiring compliance with federal provisions including domestic preference requirements and FHWA Form 1273 federal contract clauses. ODOT will select the lowest responsible bidder responsive to all material requirements; up to nine months following bid opening, ODOT may select additional awardees at the same pricing.
