About this file

This is a Bid Cover Sheet for an Invitation to Bid (ITB #S-73000-00017071) issued by the Oregon Department of Transportation (ODOT) for restoration planting services at the South Yamhill River Bridge in McMinnville. The project requires a qualified contractor to install wildlife fencing, perform permanent seeding, install permanent plants with a five-year establishment period, and complete additional incidental work as specified in the project plans and specifications. The work supports a conservation easement and post-construction restoration for ODOT's benefit at the project site located at SE Three Mile Lane in McMinnville, Oregon. Bidders must submit three references from comparable projects of similar size and scope that demonstrate schedule and completion, planting maintenance, and successful plant establishment.

The bid cover sheet establishes the submission requirements and certifications necessary for bid consideration. Bidders must provide firm information, relevant experience, qualifications including landscape contractor license information, number of employees, annual sales, and years in business providing comparable goods and services. All bidders must certify compliance with Oregon Revised Statutes regarding non-discrimination in employment and subcontracting practices, acceptance of all ITB terms and conditions, and absence of debarment or exclusions. Bidders must also disclose any conflicts of interest, certify tax law compliance, and confirm they are independent contractors. For contracts anticipated to exceed $150,000, bidders must certify they have written policies and practices preventing sexual harassment, sexual assault, and discrimination against protected class employees.
