About this file
This is a specifications exhibit document for the Oregon Department of Transportation (ODOT) related to restoration planting work for the South Yamhill River Bridge project located at SE Three Mile Lane in McMinnville, Oregon. The specifications detail required work including wildlife fencing installation, permanent seeding, permanent plant installation with a five-year establishment period, and related incidental work. The project incorporates the 2024 Oregon Standard Specifications for Construction with modifications outlined in special provisions covering mobilization, environmental protection, construction survey work, seeding, planting, fences, and reinforcement. Key specifications require contractors to provide contract growing plans for plant materials within 30 calendar days of notice to proceed, submit plant establishment plans at least 15 days prior to landscape work, and comply with specific seed mix formulas for permanent seeding (Mix No. 1 for areas below 104 elevation and Mix No. 2 for areas above 104 elevation). The plant establishment period extends five years from completion of original planting, during which contractors are responsible for plant survival and must maintain plants through watering, weed control, and periodic inspections conducted twice annually in mid-to-late May and mid-to-late September.
The specifications establish detailed environmental and herbicide application requirements, including restrictions on herbicide carriers to water or vegetable oil only and prohibitions on herbicide application during saturated soil conditions, within 48 hours of forecasted rain events of 0.5 inches or greater, when wind speeds are outside the 2-10 miles per hour range, during temperature inversions, or when ground temperatures exceed 80 degrees Fahrenheit. Weed control payment is structured incrementally over 60 months following initial weed removal approval. Wildlife fencing must utilize metal components including heavy-duty T-Posts (hot-dipped galvanized, 1.33 pounds per linear foot) without wood materials, and all fencing materials must be removed and salvaged within one month after the five-year mitigation period concludes, with materials sorted and delivered to the ODOT Newburg Maintenance Station. The specifications reference the Oregon Department of Agriculture's noxious weed list for removal requirements and mandate date-stamped photographic documentation of weed treatment, plant condition, and water applications throughout the establishment period.
