About this opportunity
The City of St. Cloud and the St. Cloud Community Redevelopment Agency (CRA) are seeking experienced developers to submit proposals for a public-private partnership (P3) opportunity known as "Downtown Site 1" located in the city's historic downtown district. This solicitation (RFP #2025-010) invites developers to purchase or lease three city-owned parcels totaling approximately 3.01 acres and 130,000 square feet, with the goal of driving economic growth and urban revitalization. The project requires a comprehensive development plan that includes a minimum of 250 public parking spaces and demonstrates compatibility with the downtown area's architectural character. Proposers must submit a detailed proposal addressing five key evaluation criteria, each weighted at 20%: development plan, team qualifications, financial benefits, project consistency with RFP goals, and organizational resources. A non-mandatory pre-response conference is scheduled for February 17, 2025, with proposal submissions due on March 27, 2025, at 10:00 am. The selected developer will be expected to execute a Development Agreement within 180 days of the due diligence period, incorporating performance guarantees and penalties. Up to $4 million in financial incentives are available to support the transformative development.
The procurement opportunity does not specify explicit set-aside designations for disadvantaged enterprises, but the RFP emphasizes the importance of fiscal responsibility and budgetary awareness. The project is located within multiple strategic zones, including a Community Redevelopment Area, Entertainment District, and Historic Preservation District, which may offer additional tax benefits as the site is also within an Opportunity Zone. The development site includes properties near City Hall and offers potential for mixed-use development incorporating commercial spaces, potential residential units, and a parking garage. While no incumbent vendors are mentioned, the project requires developers to use key personnel identified in their submittal, with subconsultants subject to City approval. The City reserves the right to negotiate all proposer fees and costs, and contract execution is contingent upon fund availability. An Environmental Site Assessment has already been conducted, revealing some potential environmental conditions that developers should review, which may impact development costs. The total project area encompasses approximately 4.48 acres, with the potential for significant economic impact in St. Cloud's downtown district.
