About this file
This is a Request for Proposals (RFP) from the City of Zephyrhills, Florida, seeking professional audit services for the fiscal years 2025-2029. The city is soliciting proposals from certified public accounting firms to conduct annual financial audits of the city's accounts and records, including the main city audit, Community Redevelopment Agency (CRA) audit, and potentially the SVB Tennis Center audit. The RFP covers a primary contract term of three years (2025-2027) with potential for two one-year extensions. Proposals are due by September 5, 2025, at 10:00 am, with an anticipated contract award following an evaluation and ranking process by the Audit Selection Committee.
The scope of work includes comprehensive financial auditing services in accordance with governmental auditing standards, requiring the selected firm to perform annual examinations of financial statements, evaluate internal controls, and prepare the Annual Comprehensive Financial Report (ACFR). The city will require the auditing firm to handle specialized tasks such as compliance with GASB 96 and 87 standards for Subscription-Based Information Technology Arrangements (SBITA) and lease accounting. The RFP utilizes a point-based evaluation method, with criteria weighted across experience and qualifications (15%), project approach (40%), references (20%), and pricing proposal (25%). While specific pricing is to be submitted through the city's e-Procurement Portal, the RFP indicates that all projected out-of-pocket expenses should be included in the quoted fees.
