The document is a map titled "Downtown St. Cloud & Surrounding Area Projects" prepared by the City of St. Cloud, Florida and its Community Redevelopment Agency (CRA). The map depicts a detailed aerial view of downtown St. Cloud, highlighting several key project areas including a Lakefront Development, Opportunity Zone, Downtown Site, and CRA Boundary. The map includes color-coded boundaries for various municipal and development zones, with specific street references like Lakeshore Blvd, Cypress Ave, Pennsylvania Ave, and 10th Street. Strategic project zones are marked, including a City Hall expansion area, multi-lateral project sites, and an international district.

The accompanying state and local contract opportunity describes a public-private partnership (P3) seeking a developer for transformative downtown development. The project involves City-owned properties designated as "Downtown Site 1" and includes up to $4 million in financial incentives. The solicitation requires a non-mandatory pre-response conference, with the selected proposer expected to execute a Development Agreement within 180 days of the due diligence period. Funding is subject to availability, and the City reserves the right to negotiate all proposer fees and costs. The project aims to drive economic growth and inspire further development in St. Cloud's historic downtown district, with an emphasis on creating a dynamic hub for business, culture, and community.
