About this opportunity
The State of Illinois, through the Illinois Department of Public Health (IDPH), is seeking quotes for an Opioid Overdose Response Coordinator to provide specialized services to support the development of opioid overdose response plans with 3-6 local health departments. The selected vendor will be required to monitor state surveillance data, coordinate communication with local health departments, work on establishing jurisdictional thresholds for outbreak alerts, disseminate information, develop initial response plans, and maintain stakeholder engagement. The contract length is 2.5 months with an estimated 400 hours of work. Mandatory qualifications include a minimum of 2 years' experience in communicable disease epidemiology, public health prevention programming, or working with local health departments and community-based organizations, as well as a master's or doctorate degree in public health or a related field. The vendor must submit an all-inclusive quote per hour, and IDPH will reimburse actual and necessary travel expenses up to $5,000. The winning vendor will be the one that meets all mandatory qualifications and offers the lowest bid. The RFQ reserves the right to reject all offers and individual offers for failure to meet any requirement.
This contract opportunity is part of the Local Health Department Overdoses Surveillance and Response Project and Statewide Vulnerability Assessment funded through a CDC Public Health Emergency Response Cooperative Agreement. The contract is not set aside for small businesses, and there is no information provided about any incumbent vendors or the current competitive environment. The total award amount will be the lowest bid received, as this is an open market bid without a pre-determined budget. There is a possibility for a date extension, as the current federal project funding expires on August 31, 2019.
