About this opportunity

Fayette County, Georgia is requesting proposals for operation of a municipal solid waste transfer station located at 221 First Manassas Mile Road in Fayetteville, under RFP #2145-P, with proposals due August 17, 2022 at 3:00 p.m. The contract begins upon issuance of a Notice to Proceed for an initial three-year term with optional one-year renewal terms at the County's discretion.

The operator manages material loading, hauling, and disposal coordination at a Subtitle D landfill; the County retains scale house operations. The facility operates Monday through Saturday, 7:00 a.m. to 4:30 p.m., with front gate closure at 4:00 p.m., and is closed Sundays and County holidays. The transfer station accepts all municipal solid waste, recyclables (paper, cardboard, plastics, metals, and aluminum), and contaminated green waste, while rejecting hazardous waste, medical waste, and asbestos-containing materials.

The operator must commence work within 30 days of Notice to Proceed with all necessary equipment, labor, permits, and subcontracts in place. The operator bears responsibility for environmental compliance, facility and equipment maintenance, safety planning, and monthly electronic reporting of truck counts, weight tickets, recyclable tonnages, facility damages, and regulatory documentation.

Payment is based on weight tickets from the receiving landfill for MSW, plus separate monthly reimbursement for hauling costs of Old Corrugated Containers and Single Sort Recyclables at flat haul rates, and tire disposal fees if included in the proposal. Tipping fees remain constant for at least one quarter and may adjust thereafter using a mutually agreed price index.

The operator must provide a Performance Bond equal to 100 percent of annual contract value and maintain General Liability Insurance of $1,000,000, Automobile Liability Insurance of $1,000,000, and Workers Compensation as required by Georgia statute.

Proposals are evaluated on a 100-point scale: Qualifications & Experience (15 points), Approach (25 points), and Price (60 points). Addendum 1 was posted July 21, 2022; prospective bidders must acknowledge receipt and comply with all modifications. Contact Sherry White, Contract Administrator, at (770) 305-5314 or swhite@fayettecountyga.gov.
