About this opportunity
Los Alamos County is requesting quotations to operate food pantry services for County residents under Solicitation No. QUO27-32, with quotes due October 21, 2026 at 2 p.m. Mountain Time. This is a small-purchase quotation (RFQ), not a formal competitive solicitation, though the County reserves the right to issue a formal RFP if total estimated compensation exceeds the County's $60,000 small-purchase threshold.
The scope requires the contractor to operate a public food pantry following federal poverty guidelines for eligibility, provide safe and nutritious foods, deliver emergency food assistance, maintain a local storage point for food distribution, enroll in the Unite Us electronic referral platform, and coordinate with partnering agencies. The contractor must submit quarterly reports to the County's Project Manager and annual financial reports within 90 days of fiscal year end.
The County will grant the successful contractor a revokable license to use approximately 400 square feet in the lower level of the Los Alamos Community Building at 475 20th Street, Los Alamos, New Mexico 87544, with 90 days' advance written notice required for withdrawal. The County provides labor, services, supplies, maintenance, custodial services, and utility costs; the contractor must pay for cable, internet, telephone, and alarm system costs.
The contract is a multi-term agreement with a potential term of up to seven years. Offerors must propose pricing for each potential year; the County may consider but is not obligated to accept proposed cost escalators. The estimated contract award date is November 20, 2026. All quotes are public records under New Mexico law, and the County declines to sign non-disclosure agreements.
A non-mandatory pre-quote conference is scheduled for October 5, 2026 at 10 a.m. Mountain Time via Microsoft Teams. Questions are due October 8, 2026 at 2 p.m. Mountain Time, with County responses by October 14, 2026 at 5 p.m. Mountain Time. Quotes must be submitted electronically through the County's Bonfire Procurement Portal at https://losalamosnm.bonfirehub.com. Standard certifications, including debarment status and campaign contribution disclosures, are required with submission.
