About this opportunity
The City of Philadelphia Free Library is soliciting bids for operable folding partition repair, restoration, and preventive maintenance services under Small Order Purchase Bid #B2727690, with bids due August 20, 2026. The contract is subject to Philadelphia Code Chapter 17-109 Local Business Enterprise (LBE) bid preferences.
The scope covers repair, restoration, and two annual preventive maintenance visits for commercial-grade operable folding partition systems — including Modernfold, Hufcor, or equivalent systems — at five service areas across two facilities: Parkway Central Library (Skyline Room, Conference Rooms 405/407, Field Teen Center, and Heim Center Rooms 131/132) and South Philadelphia Library (Conference Room). Initial work includes mechanical system repairs, floor-seal mechanisms, hardware replacement, acoustic seal restoration, and panel reinstallation. Service must be provided during normal business hours with at least 48 hours' advance notice to the Property Management Department. Technicians must be qualified to inspect, maintain, and repair commercial-grade systems. Contractors must provide detailed digital service reports within five business days of each visit, including facility information, work performed, parts replaced, identified deficiencies, before-and-after photographs, and operational status. A minimum 25% discount on major replacement parts from manufacturer's published list prices or MSRP is required, with documentation submitted for each estimate and invoice.
The contract term runs from purchase order issuance through June 30, 2027, with renewal options for up to three additional one-year periods at the City's sole discretion. The maximum contract value is $99,000, subject to annual CPI-U adjustment capped at 4 percent. Bidders must submit a flat-fee Evaluated Grand Total covering all initial repair and restoration work plus two preventive maintenance visits, along with fixed prices for each location and per-visit rates for Lead Technician, Service Technician, and Helper/Apprentice classifications. The award will be made to the lowest responsive bidder who quotes all items. All costs must include labor, materials, travel, transportation, delivery, freight, and overhead; the City is tax-exempt. Sellers must maintain workers' compensation insurance at statutory limits, general liability coverage at $500,000 per occurrence, and automobile liability at $300,000 per occurrence, naming the City as additional insured.
