About this file

This is a Price Increase/Decrease Instructions document issued by the City of Philadelphia's Free Library for Small Order Purchase Bid #B2727690 concerning maintenance and repair of operable folding partitions. The contract term runs from the purchase order issue date through June 30, 2027, with renewal options available at the City's sole discretion on an annual basis for up to three additional one-year periods. All prospective sellers must quote all items to be eligible for award, which will be granted to the lowest responsive bidder.

Price adjustments are governed by the Consumer Price Index (CPI) for All Urban Consumers in Philadelphia, with annual increases capped at 4 percent or the actual CPI percentage change, whichever is less. Sellers requesting price increases for renewal periods must submit written notice at least 30 days prior to the expiration of each contract period, including the current price, CPI percentage change, and proposed increased price, with notification directed to Stephanie Moore at moorest@freelibrary.org and FLPPurchasing@freelibrary.org. Price decreases may be submitted in writing at any time during the contract period. Failure to submit price increase requests within the 30-day window or before the last day of the contract period will result in renewal prices remaining unchanged from the previous period.
