About this opportunity

The Philadelphia Parking Authority is soliciting proposals under RFP No. 26-18 for preventative maintenance, repair, replacement, and emergency services for fencing, vehicular gates, and pedestrian access systems across multiple Authority locations. Attendance at the mandatory pre-proposal meeting and site visit on November 12, 2026 at 11:00 a.m. is required for proposal eligibility, and proposals are due December 8, 2026 at 1:00 p.m.

Offerors must repair fencing, manual and cantilever gates, electrical components, motors, and operating system components of all makes and models, with emergency services available 24 hours a day, 7 days a week. Contractors must hold current licenses and certifications, have a minimum of three years of commercial fencing and gate experience, and participate in an approved apprenticeship program registered with the U.S. Department of Labor or a state apprenticeship agency for each craft or trade engaged in the work. Insurance requirements are specified in Appendix C. Prevailing wage and benefits requirements apply to work where the estimated total cost exceeds $25,000.

The base term is one year from the effective date of award, with the Authority holding four additional one-year renewal options, for a maximum of five years. Pricing includes a fixed annual fee for preventative maintenance at all locations, hourly rates for repair and replacement services with rates specified for Years One through Five, and a manufacturer price list discount or markup percentage for equipment, parts, and materials. Offerors must identify response times for both emergency and non-emergency requests.

Small and Small Diverse Business participation carries 10 percent of the evaluation weight, but the Authority has established no specific set-aside. The remaining weights are proposed costs at 40 percent, quality and approach including response times and past performance at 30 percent, qualifications and experience at 15 percent, and responsiveness at 5 percent.

Proposals must be delivered to Shannon Stewart, Manager of Contract Administration, 701 Market Street, Suite 5400, Philadelphia, PA 19106, in one original and seven copies, plus one electronic PDF version on USB drive. The pre-proposal meeting takes place at the Authority's Impound Lot 7 at 6801 Essington Avenue, Philadelphia, PA 19153, and lasts approximately 90 minutes.
