About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is pursuing an upgrade of its Risk-Based Data Management System (RBDMS) to version 4.5 with e-permitting functionality through a central sole source direct award under West Virginia Code 5A-3-10c, with the closing date November 18, 2026 at 1:30 p.m. The West Virginia Department of Administration Purchasing Division issued the solicitation (Form WV-PRC-CSSD-002) on November 4, 2026 for the agency, and the source names Ground Water Protection Council (GWPC) as the vendor.
The scope is a 14-month execution phase covering analysis, design, development, and testing of web-based permit forms for well, horizontal, plugging, UIC, and pit permits. Deployment runs to the West Virginia Azure environment across Development, Test, UAT, and Production instances. The work comprises five service components: application analysis and design (3,360 hours), system development (8,055 hours), QA/QC testing (3,000 hours), Troy Web project management (1,000 hours), and GWPC project management (1,458 hours). The vendor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and comply with applicable West Virginia laws and regulations. The agency retains responsibility for infrastructure access, hardware, software licenses, and timely payment.
The contract is priced on a time-and-materials basis not to exceed $2,736,965.00 across 16,873 total hours, at $161 per hour for most categories and $175 per hour for GWPC project management. The fixed-period term is 540 days from notice to proceed. Invoices are generated monthly on net 30 terms, and late payments void warranty periods. Deliverables must receive comments within five business days or are deemed accepted. Services are delivered to the Office of Oil and Gas at 601 57th Street SE, Charleston, in Kanawha County, under commodity code 81112202.
