About this opportunity

The Maryland Department of Health's Office of the Chief Medical Examiner is requesting bids on a one-year preventive maintenance and service agreement for Agilent toxicology instruments under IFB #BPM058683, with bids due September 4, 2026 at 12:00 p.m. via the eMaryland Marketplace platform.

The scope covers preventive maintenance and 12-month service for ten Agilent gas chromatography and gas chromatography-mass spectrometry instrument systems (Betty, Casper, Saffia, Bamm-Bamm, Alice, Laverne, Seinfeld, Apollo, Theodore, and Mary Jane) used in the OCME Toxicology Laboratory from September 1, 2026 through August 31, 2027. Nine instruments receive full preventive maintenance and service; one (Mary Jane) receives preventive maintenance only. Preventive maintenance includes system inspection and cleaning, proactive wear-part replacement, mass spectrometry system inspection, vacuum checks, and pump oil replacement. The service agreement requires onsite response within four business days or less, virtual technical support for hardware and software, same-day remote repair when possible, and live phone technical support staffed with factory-trained engineers from 8:00 a.m. to 4:00 p.m. Monday through Friday. All services must be performed directly by the contractor; outsourcing is prohibited. Genuine Agilent parts are required for onsite repairs.

This is a firm fixed-price procurement under the Small Procurement Regulations (COMAR 21.05.07) with no price escalation. The contract will be awarded as a single award to the lowest responsive and responsible bidder. A zero percent MBE participation goal applies, though MBE vendors are encouraged to submit as prime contractors. Bidders must have been in existence for at least three years with comparable experience, provide at least three references with contract details, be registered in good standing with the State Department of Assessments and Taxation, and submit mandatory affidavits and vendor company profile information. Quoted prices are valid for 30 days following bid opening. Craig Robinson is the Procurement Officer, and Rebecca Jufer-Phipps is the Contract Monitor, both at 900 West Baltimore Street, Baltimore, Maryland 21223.
