About this opportunity
The Wisconsin Department of Workforce Development (DWD), on behalf of the West Central Works Workforce Development Board (WCWWDB), is procuring a One-Stop Operator (OSO) through a single-award, cost-reimbursement contract to coordinate service delivery among required one-stop partners and service providers across nine counties in Workforce Development Area 8: Barron, Chippewa, Clark, Dunn, Eau Claire, Pepin, Pierce, Polk, and St. Croix. The OSO will be responsible for coordinating monthly meetings of one-stop partners; facilitating Memoranda of Understanding (MOUs) between workforce development centers; managing partner responsibilities; ensuring compliance with state and local policies; implementing staff development and training programs; overseeing technological solutions for partner coordination; monitoring American Job Center branding requirements; ensuring workforce development centers meet one-stop certification standards; providing quarterly updates to the Board; expanding services to targeted and underrepresented populations; supporting sector partnerships; and promoting continuous improvement and system integration. Deliverables include quarterly performance reports due within thirty days following each reporting period (September, December, March, and June), with specific metrics and documentation requirements for each function. Eligible applicants must be single entities (public, private, or nonprofit) or consortia of organizations that include a minimum of three required WIOA Comprehensive One-Stop Center partners with clearly defined roles, and all services must be performed in the United States. The evaluation committee will score proposals on a total of 350 points, including prior experience (80 points), coordination of monthly meetings (30 points), contract management (70 points), compliance (75 points), implementation and oversight of technological solutions (40 points), support of continuous improvement projects (30 points), and cost proposal (25 points). Proposals are due June 5, 2026, at 2:00 PM CST, with contract commencement scheduled for July 1, 2026. The initial contract term runs from July 1, 2026, through June 30, 2027, with three optional one-year, performance-based renewals contingent on successful performance outcomes, funding availability, and mutual agreement of all parties.
Proposals from certified Minority Business Enterprises (MBE) or Disabled Veteran-Owned Businesses (DVB) may receive preference points up to five percent. There are no incumbent vendors or current contractors identified in the solicitation materials. The contract is funded through the Workforce Innovation and Opportunity Act (WIOA) and is subject to approval by the Governor or designee and local elected officials; however, DWD does not guarantee that WCWWDB or the Contracting Entity will purchase any specific quantity or dollar amount of services, and proposals requiring such guarantees may be disqualified. Contractors must maintain minimum insurance coverage as specified by the State, comply with all federal and state regulations including debarment requirements and non-discrimination provisions, and maintain records according to generally accepted accounting procedures for six years following final payment. All records produced or collected under the contract are subject to public disclosure pursuant to Wisconsin public records law. The cost proposal template specifies a minimum of $3,500 in funding to account for staffing the required functions outlined in the Statement of Work, with pricing remaining fixed for one year; the OSO may request annual inflationary adjustments at the start of each renewal period based on documented market rate increases.
