About this file

This document contains supplemental terms and conditions for contract ADM-20022-P issued by the Wisconsin Department of Workforce Development (DWD) on behalf of the Wisconsin Cleanup Workforce Workforce Development Board (WCWWDB) for a One-Stop Operator position in Workforce Development Area 8. The contract is a single-award procurement requesting proposals for an organization to serve as the One-Stop Operator (OSO) and coordinate service delivery among required one-stop partners and service providers to ensure meaningful access to all programs through the one-stop delivery system. The document does not specify response dates, due dates, site visits, bidder meetings, award dates, or contract terms and renewal options; this information would be contained in the full RFP solicitation documents.

The supplemental terms and conditions establish key provisions governing contract administration and compliance requirements. DWD may terminate the contract for cause if the contractor breaches its terms, provided the contractor receives 30 calendar days' written notice to cure the breach before termination becomes effective. Either party may terminate for convenience with 30 days' written notice, or termination may be immediate if due to lack of available funding. Contractors must provide preference for goods, products, and materials produced in the United States to the greatest extent practicable. The contractor must comply with applicable federal regulations including debarment and suspension requirements, lobbying restrictions, environmental laws (Clean Air Act and Federal Water Pollution Control Act), whistleblower protections, and civil rights statutes. The Federal Government retains rights to use and assign to others any data or materials produced under the contract. DWD does not guarantee any specific quantity or dollar amount of services will be purchased.
