About this opportunity
The City of Cheyenne, Wyoming is requesting bids for one new 2026 or newer 4x4 cab and chassis vehicle with a 12-foot forestry chipper dump bed under Invitation to Bid E-3-27, with sealed bids due September 8, 2026 at 2:00 p.m. electronically through the City's eProcurement Portal. A mandatory in-person pre-bid meeting is scheduled for August 25, 2026 at 11:00 a.m. at Cheyenne Botanic Gardens. Wyoming resident bidders receive a 5% preference over nonresident bidders unless federal funds are involved.
The vehicle scope requires a diesel engine with minimum 300 horsepower, 6-speed automatic transmission with 4-wheel drive, 4.88 limited-slip rear axle, 19,500 lbs GVWR with dual rear wheels, regular cab with 40/20/40 split bench seating, and factory-installed safety and communication features including backup alarm, cruise control, Bluetooth, Motorola VHF 2-way radio, and all-terrain tires with full-size spare. The chipper box body must be a Knapheide Model KFB14760SA (or approved equal) with 15-yard chip capacity, electric over hydraulic 8.6-ton hoist, 12-foot nominal length, maximum 9 feet 6 inches height, LED lighting, full-length ladder box, and 270-degree opening tailgate. All items must be new and manufacturer's current model year unless otherwise specified.
The City will trade in a 2008 Dodge Ram 3500 truck (VIN #3D6WH46D18G245363) as part of the procurement. Bid pricing must be submitted on a lump-sum basis for the vehicle separately from any trade-in allowance. A bid guarantee equal to 5% of the total bid amount is required if unit cost exceeds $100,000. A Surcharge and Escalator Contingency provision allows up to 15% of total bid value for unforeseen OEM surcharges and model-year escalators, with 5% included in the bid guarantee calculation. The cab and chassis require a three-year/36,000-mile bumper-to-bumper warranty and five-year/60,000-mile powertrain warranty; the chipper body and hoist require a two-year/100,000-mile parts and labor warranty. Delivery delays incur liquidated damages of 0.10% of per-item price per day or $30 per item per day, whichever is greater. Questions are due August 28, 2026 at 5:00 p.m.; addendum responses are due August 31, 2026 at 5:00 p.m. City Council award review is scheduled for September 14, 2026, with final approval anticipated September 28, 2026 and Purchase Order issuance on September 29, 2026.
