About this file
This is a specifications document for Bid E-3-27 issued by the City of Cheyenne, Wyoming, for the procurement of one new 2026 or newer 4x4 cab and chassis vehicle equipped with a 12-foot forestry chipper dump bed. The bid requires bidders to indicate compliance (Y/N) with detailed specifications across three categories: the cab and chassis requirements, the chipper box body specifications, and post-award communication protocols. Key specifications for the vehicle include a diesel engine with minimum 300 horsepower, 6-speed automatic transmission with 4-wheel drive, 4.88 limited slip rear axle, 19,500 lbs GVWR with dual rear wheels, heavy-duty brakes with anti-lock capability, all-terrain tires with full-size spare, regular cab configuration with 40/20/40 split bench seating, and comprehensive safety and comfort features including backup alarm, factory-installed cruise control, Bluetooth, AM/FM radio with CD, and a Motorola VHF 2-way radio. The chipper box body must be a Knapheide Model KFB14760SA (or approved equal) with 15-yard chip capacity, electric over hydraulic hoist with 8.6-ton capacity, 12-foot nominal length, maximum height of 9 feet 6 inches from ground, LED lighting, full-length ladder box, and 270-degree opening tailgate.
The specifications require bidders to submit marked line item specifications with their bid submission and strongly encourage attendance at a pre-bid meeting to discuss any anticipated exceptions or substitution requests. All exceptions, deviations, or substitutions must be submitted prior to the question submission deadline through the OpenGov eProcurement Question and Answer Tool or documented on the Bid Exceptions/Deviations/Substitutions Worksheet; any exception not submitted by the deadline must be fully disclosed in the worksheet. The vehicle must include a manufacturer's equipment list, warranty documentation, parts and service manuals, electrical schematics, and operator manuals with the bid. The chipper body and hoist require a two-year or 100,000-mile parts and labor warranty, while the cab and chassis require a three-year/36,000-mile bumper-to-bumper warranty and five-year/60,000-mile powertrain warranty, with diesel engine and after-treatment coverage extending to five years/100,000 miles. The City will trade in a 2008 Dodge Ram 3500 truck (VIN #3D6WH46D18G245363, 33,541 miles, Block #3670) as part of the procurement. Post-award clarifications and specification changes must be submitted in writing to and approved by the City's Fleet Manager and Purchasing Manager, with no verbal directions considered binding.
