About this opportunity
The Iowa Department of Human Services, Juvenile Court Services, and the Scott County Decategorization Board are seeking proposals to provide the Boys Town's On the Way Home (OTWH) Program in the 7th Judicial District. OTWH is a 12-14 month, evidence-based, aftercare program that provides family and school-centered services for at-risk youth returning to their homes, schools, and communities following a stay in out-of-home care. The primary objectives are to facilitate successful reunification, reduce recidivism, increase school engagement, sustain academic success, provide family support, and prepare youth for post-secondary education or employment. Qualified bidders must complete the vetting process with Boys Town and maintain a licensing agreement to implement the OTWH model. The contract term is anticipated to have an initial 10-month period with the ability to extend for 5 additional 1-year terms. Proposals are due by June 30, 2023, and the anticipated start date for services is September 5, 2023.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. There are also no listed incumbent vendors or current contractors, and no existing infrastructure or technology that requires integration. The contract will reimburse the selected Contractor a fee not to exceed $145,194 for the first year, with a 3% increase for subsequent years, for a total not to exceed $939,178 over the life of the contract. Administrative costs are capped at 15% of the total contract amount.
