About this file
This document is a proposal for the Boys Town's On the Way Home (OTWH) program, an evidence-based 12-14 month aftercare program that provides family and school-centered services for at-risk youth returning from out-of-home placement in Scott County, Iowa. The primary objectives are to facilitate successful reunification, reduce recidivism, increase school engagement, sustain academic success, provide family support, and prepare youth for post-secondary education or employment. The program requires a minimum of 96 direct contact hours per youth/family, weekly home visits, weekly school contact, and 24/7 crisis support. Consultants must have a bachelor's degree in human services or 3 years of experience, and supervisors must have a bachelor's degree with 2-3 years of experience. The proposal outlines the program components, participant characteristics, consultant and supervisor roles, and service delivery plan.
The pricing structure includes year 1 costs of $22,500 plus $3,000 per consultant for training, data review/consultation, on-site reviews, and licensing. Years 2 and 3 have decreasing costs. The contract opportunity is issued by the Scott County Juvenile Court Services and Decategorization Board in Iowa, with the goal of providing the OTWH program to at-risk youth in the 7th Judicial District.
