About this file
This document is a Request for Proposal (RFP) issued by the Iowa Department of Human Services, Juvenile Court Services, and the Scott County Decategorization Board to solicit proposals for the Boys Town's On the Way Home (OTWH) program in the 7th Judicial District. OTWH is a 12-14 month, evidence-based aftercare program that provides family and school-centered services for at-risk youth transitioning from out-of-home care. The primary objectives are to facilitate successful reunification, reduce recidivism, increase school engagement, provide family support, and prepare youth for post-secondary education or employment. The contract term is anticipated to have an initial 10 month period with the ability to extend for 5 additional 1-year terms. Proposals are due by June 30, 2023 and the anticipated start date for services is September 5, 2023.
The contract will reimburse the selected Contractor a fee not to exceed $145,194 for the first year with a 3% increase for subsequent years, for a total not to exceed $939,178 over the life of the contract. The Contractor must complete the vetting process with Boys Town and maintain a license agreement to implement OTWH. Administrative costs are capped at 15% of the total contract amount. The Agency reserves the right to reduce monthly expenditures by 10% if performance measures are not met.
