About this opportunity

Broward County is soliciting proposals for On-site Official Records Microfilm Conversion Services through Solicitation No. GEN2130771B1, targeting the Records, Taxes and Treasury Division and potentially other county agencies. The procurement seeks a vendor to perform comprehensive microfilm conversion services, with specific requirements outlined in the attached specifications document. Vendors must submit their proposals electronically through BPRO by September 30, 2025, with questions and clarification inquiries due prior to that date. The solicitation requires vendors to demonstrate technical capability to convert official records microfilm on-site, with specific attention to document preservation, digital conversion, and maintaining records integrity. Evaluation criteria will likely include technical proficiency, conversion methodology, equipment capabilities, and compliance with county specifications. Vendors must carefully review all attached documents, including special instructions, security requirements, and technical specifications, and submit a complete electronic response through the designated procurement platform.

The solicitation does not explicitly indicate specific set-aside designations, though the attached Office of Economic and Small Business Development documentation suggests potential preferences for small or disadvantaged businesses. Vendors will need to complete several mandatory forms, including an Anti-Human Trafficking Affidavit, Domestic Partnership Act Certification, and a comprehensive Vendor Questionnaire. Insurance requirements are detailed in multiple attached documents, indicating stringent vendor qualifications and risk management expectations. The county has provided detailed equipment setup area pictures and microfilm inventory documentation, suggesting a complex and structured conversion project. While specific budget ranges are not disclosed, the comprehensive documentation and technical requirements suggest this is a significant contract with potential multi-year implementation. Vendors must demonstrate robust technical capabilities, security compliance, and the ability to perform on-site conversion services meeting Broward County's precise specifications.
