About this opportunity
Gwinnett County Board of Commissioners is requesting proposals for on-demand fabrication and installation of signage for the Gwinnett Countywide Trails System on an annual contract basis with four one-year renewal options, with proposals due September 1, 2023, at 2:50 p.m. (revised by Addendum #2). A pre-proposal meeting is scheduled for July 19, 2023, at 10:00 a.m. via Webex. Gwinnett County does not accept electronic submittals for formal solicitations and will reject all late submissions regardless of circumstances; firms currently on the Gwinnett County ineligible source list or debarred/suspended are ineligible.
The scope encompasses fabrication and installation of wayfinding and signage across five trails during Year 1 (Ivy Creek Greenway, Eastern Regional Greenway, Singleton Greenway Phase 1, Commerce Drive, and Western Gwinnett Pathway), with 14 line items totaling approximately 400 units annually: trailhead, roadside, wayfinding and directional, rules and regulatory, educational and interpretive, and decorative branding signage; help locator posts and mile markers; and custom pictogram and branding placards. The contractor must develop detailed shop drawings for twelve signage types (six previously designed, six new), comply with the Gwinnett Trails Wayfinding and Signage Standards (September 2020), ADA accessibility guidelines, and Georgia Building Codes. Vinyl coverings and similar substitutions are explicitly rejected. Delivery timelines shall not exceed 45 days unless mutually agreed. The contractor must provide one-year warranties covering all work against failure from faulty materials, workmanship, design defects, fading, cracking, warping, peeling, delamination, rusting, and structural failure.
Evaluation is three-phase: Phase I technical scoring (up to 75 points), Phase II cost proposal scoring (up to 25 points), and Phase III optional interviews (up to 10 points), totaling 110 possible points. Pricing is submitted on a per-unit basis for signage types, plus separate line items for shop drawing development and miscellaneous hourly services. The contractor must carry workers' compensation; commercial general liability with $500,000 limits; auto liability with $500,000 limits; and umbrella coverage of $1,000,000 with A.M. Best A-5 or higher ratings and Georgia licensure. E-Verify participation and Code of Ethics Affidavit are required. The incumbent, United Signs, is permitted to submit a proposal. Gwinnett County retains the right to reject any or all proposals and to allow other municipalities and Community Improvement Districts within Gwinnett County to piggyback on the contract at identical pricing and quality standards.
