About this file

This is Addendum #2 to Request for Proposal (RFP) RP026-23 issued by Gwinnett County for on-demand fabrication and installation of wayfinding and signage for the Gwinnett Countywide Trails System on an annual contract basis. The addendum revises the proposal deadline to Friday, September 1, 2023, at 2:50 p.m., with public opening of proposals at 3:00 p.m. on the same date. The RFP solicits fabrication and installation services for a comprehensive signage suite comprising 14 line items across multiple sign types, including trailhead signage (9 units annually), roadside signage (9 units), wayfinding and directional signage in Tier 1 and Tier 2 configurations (29 units each of sculptural and traditional variants), rules and regulatory signage (9 units), educational/interpretive signage in two tiers (13 units each), decorative branding elements such as banners (30 units), emblems (20 units), help locator posts (50 units), decorative mile markers (10 units), and custom placards for pictograms and branding (100 units of 4' x 4' signage and 200 units of aluminum help locator placards). The contract also includes shop drawing development services for six sign types not yet detailed with technical drawings, including modifications to existing shop drawings (3 units), and miscellaneous services on an hourly basis covering one-man and two-man crew labor, service vehicle operation, technical and artistic services, and miscellaneous materials markup not to exceed 10 percent.

The revised cost proposal must be submitted in a separate sealed envelope and includes unit pricing for all materials, labor, fabrication, delivery, and installation. The addendum incorporates the full Gwinnett Trails Wayfinding and Signage Standards booklet dated September 2020 as the authoritative design reference, superseding all previous versions. Bidders are instructed to base cost proposals on fabrication methods that meet County quality standards and design intent, with the County willing to discuss fabrication alternatives only if quality and design objectives are maintained; vinyl coverings and similar substitutions are explicitly rejected as inconsistent with durability and vandalism resistance requirements. The County will work with the selected vendor through the shop drawing process to finalize fabrication details, installation methods, and site-specific modifications in coordination with the Gwinnett County Department of Community Services. Six existing signage types are available for in-person review at the Harris Greenway Trail (Tribble Mill Park and Harbins Park locations). The previous vendor, United Signs, is permitted to submit a proposal despite being selected for the prototype contract. Proposals must include certification of non-collusion, and failure to return the signed addendum acknowledgment may result in proposals being deemed non-responsive.

ADDENDUM #2

RP026-23, Provision of On-Demand Fabrication and Installation of Gwinnett Trails Signage on an

Annual Contract

**THE PROPOSAL DEADLINE FOR RP026-23 HAS BEEN RESCHEDULED FOR FRIDAY, SEPTEMBER 1, 2023 AT

2:50 P.M. PROPOSALS SHALL BE OPENED PUBLICLY AT 3:00 P.M. ON SEPTEMBER 1, 2023**

This Addendum is made part of the Proposal Documents of the above noted solicitation. Please make the following revisions to the above listed solicitation.

REVISIONS:

R1. The Cost Proposal has been revised. Please see the attached REVISED COST PROPOSAL, pages 11R-

12R. The REVISED COST PROPOSAL must be submitted with your proposal submittal in a separate sealed envelope.

R2. The attachment of the full Gwinnett Trails Wayfinding and Signage Standards booklet, dated September

2020, is included in this addendum. Please note: interested contractors should only use this version of the booklet, as previous versions are out of date.

QUESTIONS AND ANSWERS:

Q1. On the drawings it says Direct UV print, is this an absolute need for this project or would vinyl covering work as well?

A1. As stated the RFP, the County is willing to work with fabricators to understand the best methods to use for fabrication of our signage system, just as we did for the prototype contract; however, the County will not sacrifice the quality of the signage or diminish the intent of the designs developed. Quality of the signage should adhere to the standards defined in the RFP, which are outlined to ensure that the signage installations are durable, as unsusceptible to vandalism as possible, can withstand the weather conditions of our community, and are safe for interaction with users of all ages and abilities.

It is the County’s opinion that a vinyl covering would not adhere to our quality standards and design intent. If selected, further discussions of this fabrication can take place, but, for the purposes of this RFP, please provide your cost using methods that will maintain our quality standards and design intent.

Q2. Do we need to include drawings in our proposal for the (6) signs that have not been drawn yet, or just list our approach to how we would match the design intent, and provide a cost?

A2. For your proposal submittal, please provide a high-level approach to develop shop drawings to match the design intent and provide a corresponding cost to perform these services.

Q3. Substitutions - Do these substitutions need to be submitted within the cost proposal sealed envelope, or in the technical proposal?

A3. Please see the response to Q1 regarding fabrication method modifications and adhering to our quality standards and design intent. The County recommends providing costs using methods consistent with our quality standards and design intent; if submitting costs that differ from the methods noted in the provided shop drawings—or, materially different from these methods for the signage types that do not yet have shop drawings developed—please include details on proposed methods with the cost proposal.

Q4. Are there any existing signs that we need to review to get the sizes and designs? If so, will you please give me the locations so I am able to survey them? I specifically would like to know the difference in ‘Tier 1’ and ‘Tier 2’ for the for the Educational/Interpretive Signs and the difference in a Sculptural and Traditional Wayfinding and Directional Sign. Also need to know sizes and mounting for the Branding Banners and Emblems. (I need clarification if we are just supposed to provide pricing for design of the items above or do you expect to also have pricing for those signs? If pricing for the actual sign is to be included, we need some parameters so that our bid will be competitive. If sizes and some direction for what these (6) signs should look like are not given, then you will end up with bids all over the place.

More information is necessary for us to be able to price these (6) signs.)

A4. Six of these sign types are available for in-person review—please see the attached Gwinnett Trails Wayfinding and Signage Standards booklet for location details. This attachment also includes details regarding sign types shop drawing development.

The Education and Interpretive sign type has not yet had shop drawings developed—the development of shop drawings for this signage type is part of the services requested for this RFP. Conceptually, the difference between Tier 1 and Tier 2 is in the size/scale of the signage, enabling the County to highlight different features and provide corresponding content based on the context of the specific situation.

The Tier 2 Sculptural Directional and Wayfinding sign type has not yet had shop drawings developed. The development of shop drawings for this signage type is part of the services requested for this RFP. The Tier 2 Traditional Directional and Wayfinding sign type does have a shop drawing, provided in the RFP.

Conceptually, the Tier 2 Sculptural Directional and Wayfinding sign type is envisioned to be used in instances where a more elevated appearance is desired; perhaps along trail segments with public art, on trail segments implemented through public/public-private partnerships, or among trail segments determined to be high-use by our community. It is envisioned that throughout the system, there will be fewer instances of the Tier 2 Sculptural Directional and Wayfinding sign type than the Tier 2 Directional and Wayfinding sign type.

For the branding banners and emblems, shop drawings have not yet been developed - the development of shop drawings for this signage type is part of the services requested for this RFP. In addition, for costs to develop the shop drawings for these sign types, the cost sheet also requires costs for the fabrication and installation of these sign types. Please base your costs on using your fabrication methods to meet the quality standards outlined in the RFP as well as the design intent drawings, which are included in the attached Gwinnett Trails Wayfinding and Signage Standards booklet. Note: the current intent for the emblems is to be able to be inlaid into the material of the trail or onto wall structures, as indicated in the renderings in the Gwinnett Trails Wayfinding and Signage booklet, as well as to be able to be affixed onto existing signage structures. The cost sheet does include multiple units of the development of these shop drawings to account for the different methods of affixing the emblems. For the unit cost of the emblems, please provide the cost for the most expensive application of these three identified methods for affixing emblems.

Q5. The project has no reference for the current pricing of items 9 and 10 Decorative Branding – Banners and Decorative Branding – Emblems. Please provide design specifications for these two items, so pricing matrix can be completed.

A5. Please see the response in A4.

Q6. Did Gwinnett modify the DWT1 from the original panels with 4” thick lexan?

A6. The Tier 1 Directional and Wayfinding sign type has not yet had shop drawings developed—the development of shop drawings for this signage type is part of the services requested for this RFP. There have not yet been modifications made to the design intent of this sign type.

Please also see the response to Q1 regarding fabrication method modifications and adhering to our quality standards and design intent. The County will work with vendors to understand fabrication methods and limitations while also adhering to our quality standards and design intent. The County recommends providing costs using methods consistent with our quality standards and design intent; if submitting costs that differ from the methods noted in the provided shop drawings—or, materially different from these methods for the signage types that do not yet have shop drawings developed— please include details on proposed methods with the cost proposal.

Q7. Based on the plans I have located the E1 T1 & T2 and the emblems do not provide substrate information. I am not confident that the potential bidders will have enough information to be able to provide a quote. Will you provide clarity on these sign types?

A7. E1, DWT1, DWT2-Sculptural, and emblems (as well as banners and E2) Wayfinding sign types have not yet had shop drawings developed—the development of shop drawings for these signage types is part of the services requested for this RFP. Please see the attached Gwinnett Trails Wayfinding and Signage booklet for design intent drawings of these sign types to provide cost quotes.

Q8. Will the previous vendor (United Signs) be precluded from submitting for this project?

A8. No, United Signs is permitted to submit a proposal for this project. United Signs was the selected vendor for the prototype project along the Harris Greenway; this contract is for on-demand services for the Gwinnett Trails system.

Q9. Countywide Trails Wayfinding and Signage Plan, Page 13: Is the copy first or second surface – vinyl or screenprint?

A9. Please note: we believe you are referring to a copy of the Wayfinding and Signage Standards from

February 2020—this book is outdated—as the Gwinnett Trails Wayfinding and Signage Standards booklet was not previously included in the RFP. This addendum includes the attachment of the full Gwinnett Trails Wayfinding and Signage Standards booklet, dated September 2020. Interested contractors are to only use this version of the booklet, as changes were made from previous editions.

The copy is on the exterior side of the sign, facing users. The County envisions a fabrication method similar to other sign types that have shop drawings provided in the RFP, adhering to our quality standards and design intent. For example, this sign type has been developed to have the series of panels with content on the exterior side, facing users to provide dimensionality to the signage, creating shadows for the copy to pop.

Q10. Countywide Trails Wayfinding and Signage Plan, Page 13: How is the sign attached to the base?

A10. Please note: we believe you are referring to a copy of the Wayfinding and Signage Standards from

GWINNETT TRAILS SIGNAGE AND WAYFINDING SUITE

To bring identity to and advance recognition of the Gwinnett Countywide Trails System, the County oversaw the development of a suite of wayfinding and signage types. Thirteen elements, detailed below, work together to create a complete suite for the Gwinnett Countywide Trails System, serving as a comprehensive kit of parts.

Each type functions to fulfill a specific need or purpose, while borrowing from a consistent palette of colors and materials to create an overall suite with a cohesive design and character.

DESIGN STANDARDS AND SPECIFICATIONS

The following details are applicable to all sign types and are foundational to composing the individual sign types for Gwinnett County’s Trail System.

Three shades of green comprise the primary palette for all designs. Grayscale colors are incorporated in design and material selections to broaden the range of acceptable color choices and complement primary colors.

Museo Sans is one of Gwinnett County’s standard typeface selections and is the fundamental typeface used for the wayfinding and signage suite. Museo San’s various weights and types offer several combinations for the design breadth of this suite.

Full Color

White Against Solid Fill

Text Only

Graphic Only

In general, size and placement of text should be determined by a balance of legibility from an appropriate distance that will allow adequate time for trail user action while also being commensurate with overall sign dimension. Efforts to prevent negative effects of information pollution will improve legibility and user friendliness. Additionally, the intended audience for each signage type will serve as a dimensional guidepost, depending on the speed and mode of travel for each user group.

Text size should comply with all relevant MUTCD requirements.

Sign placement should maintain a minimum of 3-foot horizontal clear zone from trail facility or roadway. Vertical clearances for signage and amenities should be at a 3-foot minimum for wayfinding and directional signage and a 10-foot vertical minimum for banners.

Gwinnett County has approved the following programmatic logo for the Gwinnett Countywide Trails System.

This logo may occur as text without the accompanying compass and kaleidoscope graphic, or as a graphic omitting the text. Allowed variations include white fill against a solid background.

The consistent use of pictogram symbols throughout the trail network plays an important role in an effective wayfinding system and is useful to communicate with users from diverse backgrounds and speaking languages. Pictograms build on the overall brand by creating a unique personality and streamlining signage appearance by reducing the amount of information displayed.

DESIGN STANDARDS

Trailhead signage marks the primary starting point of a trail facility. It is the largest in the signage suite, setting the design style and character for other signage types. As such, it displays both high-level and fine-grained content, suitable for trail users in-motion as well as those who wish to pause to inspect the map in greater detail.

y Trailhead signs should be located at trailheads or regional pathway access points y Consideration should be given to ensure adequate sight requirements for vehicles and trail users are maintained particularly between roadways and trailhead entry points y Signs should be located in a conspicuous location and appear readily available and visible to users entering the trail facility y A concrete pad should extend on all sides and connect to the trail to allow for viewing of the map y Trail facility name y Gwinnett Trails logo y Sponsorship entity, where applicable y Pictograms showing allowable uses of the trail y Total trail length (listed in map legend) y Surface type (as depicted by map symbology) y Map of trail: Either a trail-specific map or a park/vicinity map with the trail highlighted. The trail map should comprise approximately half of the trailhead sign

DESIGN STANDARDS

Directional and wayfinding signage reinforces the Gwinnett Trails brand and provides facility users geographic information about nearby destinations or other points of interests. Tier 1 signs occur at major trail access points, trailheads, or convergences, and act as a sculptural art piece along the trail.

y Major trail access points or trailheads y Trail convergences y Signs should be placed prior to decision-making points or intersections along trails y Sufficient distance prior to the intersection should be provided to allow for safe recognition and response to information provided y Care should be taken so that the turn/direction or up to 8 points of interest/destination options the sign refers to are obvious y Decision signs should not be placed near side or access paths that could be confused with the primary route y Trail facility name y Gwinnett Trails logo y Sponsorship entity, where applicable y Up to 8 points of interest/destination options y Distance to each destination (in miles) y Direction to each destination indicated by an arrow
