About this opportunity

The Oklahoma City Airport Trust (OCAT) is soliciting bids for an On-Call Wayfinding and Signage project covering Will Rogers World Airport, Wiley Post Airport, and Clarence E. Page Airport. This three-year contract will provide on-call wayfinding maintenance services and repairs, with potential two additional one-year renewals. The project scope includes comprehensive signage services such as installation, replacement, removal, and cleaning across multiple airport locations. Bidders must submit electronic proposals through BidNet Direct by April 23, 2025, at 10:00 AM, with a mandatory pre-bid conference scheduled for April 8, 2025, at 2:00 PM. To qualify, contractors must complete a Bidder Special Questionnaire (Document No. OCAT 00030) demonstrating expertise in wayfinding signage work, including detailed documentation of three previous projects involving construction and reflective film or DG3 printed signs. While typical pre-qualification requirements are waived for bidding purposes, all ordinance requirements for working in public rights-of-way remain in effect.

The contract has a not-to-exceed amount of $300,000 per contract year and includes various unit price categories for labor rates, sign installation, electrical work, and materials covering ceiling-mounted, wall-mounted, and freestanding signs. No specific set-aside designations for disadvantaged enterprises are explicitly noted in the documentation. Bidders must provide a 5% bid security and comply with nondiscrimination and immigration affidavit requirements. The project emphasizes local subcontractor participation and requires submission of both an Anti-Noncollusion Affidavit and a Business Relationship Affidavit to ensure competitive integrity. Funding for this project is not federally sourced, and the Oklahoma City Airport Trust reserves the right to reject any or all bids. Successful contractors will need to demonstrate comprehensive knowledge of wayfinding signage installation and maintenance across complex airport environments.

All other requirements of the pre-qualification ordinance (working in a public right-of-way) are not waived. In lieu of pre-qualification, Bidder is required to submit other evidence of knowledge and experience relating to Bidder's ability to perform the work required for this project. A Bidder Special Questionnaire, Document No. OCAT 00030, is available through the Electronic Bidding Process and must be properly completed and submitted with the Bid. Failure to properly complete the Bidder Special Questionnaire may be cause for the Bid to be recommended for rejection.
