About this opportunity

The City of Hayward, located in Alameda County, California, is seeking sealed proposals for On-Call Traffic Striping Services (RFP 26-044) through its eProcurement Portal with a submission deadline of 4:00 p.m. on Friday, April 17, 2026. The procurement encompasses comprehensive signage and striping services including installation and removal of MUTCD-compliant signs, fabrication of custom signage, thermoplastic pavement markings in various colors, curb painting in red, yellow, green, blue, and white, and temporary traffic control implementation. All work must comply with City Standard Plans, OSHA, ADA, Caltrans, and California MUTCD requirements, with the contractor furnishing all labor, equipment, and materials based on work orders issued by the City. The contract structure includes a one-year initial term with two optional one-year extensions contingent upon mutual agreement, with pricing submitted on a unit cost basis for 30 line items covering sign assemblies of varying sizes, thermoplastic striping details, curb paint installation, and removal services. Evaluation criteria prioritize competitive pricing as the primary selection factor (weighted at 100 points), with the lowest responsible bidder meeting project plans and specifications receiving the contract award. The deadline for submission of questions is April 3, 2026, and no site visits or bidders' conferences are scheduled. Required qualifications include registration with the Department of Industrial Relations for prevailing wage compliance on public works projects, submission of a bidder's security equal to at least 10 percent of the bid amount, and provision of performance bonds and payment bonds each equal to at least 110 percent of the total bid amount within 14 working days of contract receipt.

There are no specific set-aside designations or restrictions limiting organizational eligibility identified in the procurement documents; however, contractors must comply with all nondiscriminatory employment practices requirements outlined in the City's Nondiscriminatory Employment Practices and Affirmative Action Certification Statement and must maintain an Equal Employment Opportunity Officer. Additionally, all bidders must execute a Non-Collusion Affidavit and an Affirmation of Non-Involvement in Nuclear Weapons Development or Production prior to or concurrent with proposal submission, and contractors must perform a minimum of 30 percent of work with their own organization, with the remainder potentially subcontracted if properly listed. Insurance requirements mandate workers' compensation coverage with limits of at least $1,000,000 and commercial general and automobile liability insurance of at least $1,000,000 per occurrence. No incumbent vendors, existing infrastructure requirements, or specific budget ranges are identified in the procurement documents; however, the City reserves broad discretionary rights including the ability to reject any or all proposals, split awards among multiple contractors, extend deadlines, and cancel the RFP in part or entirely. The contract is structured as an on-call arrangement with no minimum amount of work guaranteed, and the City will retain 5 percent of estimated monthly work value as security, though this may be reduced after 95 percent completion upon demonstration of satisfactory progress.
