About this file

This is a Request for Proposal (RFP 26-044) issued by the City of Hayward, California, for On-Call Traffic Striping Services. The procurement solicits comprehensive signage and striping services including installation and removal of MUTCD-compliant signs, fabrication of custom signage, thermoplastic pavement markings in various colors (white, yellow, green, and purple), curb painting in red, yellow, green, blue, and white, and temporary traffic control implementation. All work must comply with City Standard Plans, OSHA, ADA, Caltrans, and California MUTCD requirements, with the contractor furnishing all labor, equipment, and materials based on work orders issued by the City. The RFP was released on March 27, 2026, with a question submission deadline of April 3, 2026, and a proposal response deadline of 4:00 p.m. on Friday, April 17, 2026. No site visits or bidders' conferences are scheduled. The contract structure includes a one-year initial term with two optional one-year extensions contingent upon mutual agreement between the City and contractor.

Pricing must be submitted on a unit cost basis for 30 line items covering sign assemblies (small, medium, and large), thermoplastic striping details, curb paint installation, and removal services. Evaluation criteria prioritize competitive pricing as the sole selection factor (weighted at 100 points), with the lowest responsible bidder meeting project plans and specifications receiving contract award. No minimum amount of work is guaranteed under this on-call arrangement. Bidders must register with the Department of Industrial Relations for prevailing wage compliance on public works projects exceeding $15,000 for maintenance work, submit a bidder's security equal to at least 10 percent of the bid amount, and provide performance and payment bonds each equal to at least 110 percent of the total bid amount within 14 working days of contract receipt. Insurance requirements mandate workers' compensation coverage with limits of at least $1,000,000 and commercial general and automobile liability insurance of at least $1,000,000 per occurrence. No specific set-aside designations, incumbent vendors, or budget ranges are identified. The City reserves broad discretionary rights including the ability to reject any or all proposals, split awards among multiple contractors, and cancel the RFP in part or entirely.

3. Scope of Work

3.1. Scope of Work

A. Project Overview: Introduction The Contractor shall provide On-Call Signage and Striping

Services for the City's transportation infrastructure. The Contractor will be primarily providing support to City staff. On an on-call basis, the Contractor shall furnish and supply all labor, equipment, and materials and perform all work, as needed, to complete work orders issued by the City. Work items should comply with City Standard Plans and Specifications, OSHA, ADA, Caltrans, and CA MUTCD requirements, unless specified otherwise by the City. For each on-call service request, the contractor and the City will agree upon the specific scope of work and cost for that project using the unit costs of each traffic control device. The City has the right to retain other contractors in its sole discretion when the City believes there will be an economic or other significant advantage for doing so. No minimum amount of work is guaranteed under this contract agreement Duration The duration of the On-Call Signage and Striping Services contract shall be one year, with two one-year extensions possible if the City and the Contractor mutually agree. Contractor should review the attachments for this RFP, including standard specifications for City striping projects. The City may approve deviations from these standard specifications where it may result in improved quality or efficiency of the assigned work. City staff, including

Construction Inspectors and engineers, will oversee signage and striping work to ensure safety and completion of work to City standards.

1. Project Description:

Traffic Control Plans and devices and jobsite security if required for requested projects.

• Removal and disposal of structures, debris, or other obstructions to the construction of the project if required by the City • Job site cleanup at the end of each work day •

Traffic control plans should be submitted two weeks in advance of work beginning unless otherwise specified by the City. Whenever it is necessary to block any traffic lanes in order to complete any portion of the work, lane closure and times scheduled for closure shall be subject to approval of City staff. At least one (1) lane of traffic shall be kept open in each direction, at all times. On major arterials, no lane closures shall take place before 9:00 a.m. or after 3:00 p.m., without prior approval from City staff. Failure on the part of the

Contractor to provide adequate signing and barricading will give authority to City staff to provide such protection, as is necessary by City forces or an independent contractor.
