About this opportunity
The Town of Hilton Head Island, South Carolina, issued Request for Proposals (RFP) 2026-13 for On-Call Traffic Signal Maintenance Services, soliciting sealed proposals from qualified contractors to provide installation, repair, maintenance, and replacement services for traffic signal infrastructure throughout the municipality. The scope of work encompasses maintenance and repair services for twenty-six conventional stop-and-go traffic signals, one Hawk pedestrian signal, four flashing signal installations, and miscellaneous work including ground-mounted signs, banner poles, junction box replacements, and adaptive signal equipment repair. Contractors must be SCDOT-certified as approved traffic signal contractors, maintain appropriate state licenses, employ at least one field supervisor with IMSA Traffic Signal Level II certification or higher during work operations, maintain minimum insurance coverage of $1,000,000 in general liability with the Town named as additional insured, possess an active Town of Hilton Head Island business license, and provide a one-year warranty on all work performed. The contract will be structured as an indefinite quantity, fixed-price per line item arrangement with a minimum job order amount of $1,500, and contractors must respond to job orders within twenty-four hours of receipt. The proposal deadline is 5:00 PM Eastern Time on May 21, 2026, with public opening via virtual conference on May 22, 2026, at 9:30 AM Eastern Time; the deadline for submitting questions is 5:00 PM Eastern Time on May 13, 2026. Proposals will be evaluated on three criteria: ability, experience, and qualifications (40%), fee proposal and total cost (40%), and location of offeror resources (20%).
The Town offers a 5% price reduction (up to a maximum of $10,000) for certified local vendors, applicable to bid evaluation but not the final contract price, and in the event of a tied bid, certified disadvantaged businesses will be awarded the contract over non-disadvantaged businesses; however, Small, Minority-Owned, or Woman-Owned Business (SMBE) certification is not a requirement to participate. No incumbent contractors are identified in the solicitation documents, and contractors must integrate with existing infrastructure comprised of twenty-two primary traffic signal locations organized into four subsystems with designated master controllers and distributed along major corridors including William Hilton Parkway, Pope Avenue, and Palmetto Bay Road. All contractors, subcontractors, and sub-subcontractors must certify full compliance with the South Carolina Illegal Immigration Reform Act (Title 8, Chapter 14) and participate in the federal E-Verify employment authorization program for all new employees. The anticipated contract term is two years from execution, with the option to renew for up to three additional years in any combination of renewal terms upon written mutual agreement. The solicitation does not specify an overall award value or budget range; instead, compensation will be determined by the specific job orders issued by the Town based on the fixed unit costs submitted by the contractor in the fee schedule, with the Town responsible for payment within thirty days of work completion, inspection/acceptance, and receipt of an invoice.
