About this opportunity

The Georgia World Congress Center Authority is requesting proposals for on-call traffic control services covering the Georgia World Congress Center, Centennial Olympic Park, exterior plazas, parking lots, and surrounding areas within a two-mile radius in Atlanta, with proposals due September 4, 2026 at 2:00 PM. A mandatory communication restriction is in effect: interested firms are prohibited from contacting Authority staff or officials regarding the solicitation except through designated question submission to Issuing Officer McKinley Mosby at mmosby@gwcc.com or (404) 223-4134; finalists and apparent awardees are further restricted from making public statements or press releases about their selection or award.

The scope covers temporary traffic control services including up to 1,200 contractor-provided 36-inch orange traffic cones with retro-reflective bands, variable message boards, concrete jersey barriers, and personnel and equipment for special events, work-area setup, lane closures, road closures, and vehicle and pedestrian detours. All work must comply with the Manual of Uniform Traffic Control Devices (MUTCD), NCHRP Report 350, and AASHTO standards. All personnel must possess current flagger certification. Contractors must maintain Contractor's Protective Liability and Contractor's Public Liability insurance with minimum limits of $1 million per accident for bodily injury and property damage, along with workers' compensation coverage.

The initial contract term is approximately three years from October 6, 2026, with the Authority retaining the right to extend for two consecutive one-year renewal periods at its sole discretion. Pricing is structured as fixed monthly base bids plus additional fees for services above base, with specific amounts not disclosed in the solicitation.

Proposals will be evaluated on technical merit (80 percent) and cost (20 percent), considering demonstrated experience, key personnel qualifications, financial stability, references, equipment quality, compliance with Authority contract documents, and response completeness. The Authority reserves the right to make single or split awards, reject any or all proposals, and negotiate with selected proposer(s).

Questions are due August 25, 2026 at 2:00 PM; answers will be posted August 27 at 2:00 PM. Proposals must include one flash drive and four original copies in sealed envelopes submitted to the Purchasing Department. Respondents must execute an Immigration Compliance Form (E-Verify affidavit), Proposal Certification Form, Non-Influence Affidavit, and Tax Compliance Form, all notarized or submitted per form instructions.
