About this opportunity
The University of Connecticut is soliciting Statements of Qualifications for on-call structural engineering services under solicitation 012.5-OC.STRUCT30, with questions due November 10, 2026 at 2:00 p.m. and proposals due November 24, 2026 at 2:00 p.m. This is a Quality-Based Selection solicitation with no set-aside. The University encourages participation by small (SBE), minority-owned (MBE), woman-owned (WBE), and disability-owned (DisBE) businesses certified by Connecticut's Department of Administrative Services, and by Connecticut-based businesses. Proposers must hold a Connecticut Professional Engineering Company License and include at least one team member with a current Connecticut Professional Engineering License.
Scope covers structural design, analysis, construction administration, structural and special inspections, forensic analysis, and new construction and restoration of steel and concrete buildings. Work spans the Storrs campus, regional campuses at Avery Point, Hartford, Stamford, and Waterbury, UConn Health facilities in Farmington, and other University properties. Proposals require a narrative on technical approach, specialty services, quality assurance procedures, and cost control; three recommended project examples from the past ten years, preferably in higher education, healthcare, or research facilities; one resume form per key person, with no substitution permitted; SEEC Form 10; and a Quality Assurance/Quality Control plan. Respondents must also disclose litigation and claims history and conflicts of interest, comply with Connecticut ethics and sexual harassment training requirements, and accept the draft contract terms without exception. Submissions go through the HuskyBuy electronic system.
The Master Agreement runs from May 1, 2027 through October 31, 2030. Individual assignments will not exceed $1 million per project, with no guaranteed minimum dollar value or number of assignments. Pricing consists of all-inclusive hourly rates for five positions (Principal, Senior Project Manager, Project Manager, Senior Engineer, and Engineer), submitted as single figures and held firm for 90 calendar days after the submission deadline. Selection weighs managerial ability, technical ability, and integrity. The University assigns work based on project complexity, company performance history, staff availability, and fee proposals, and it reserves the right to make multiple awards. Companies on the existing on-call list must submit new qualifications because current contracts expire in April 2027 and do not renew automatically. Questions go to Christopher Peters at chris.peters@uconn.edu.
