About this file
This file is a presentation from the University of Connecticut's Capital Projects and Facilities Procurement (CPFP) department outlining the On-Call Professional Services Program, a master agreement initiative designed to procure multiple professional service categories on an as-needed basis. The program solicits qualified companies to provide design and professional services for projects with individual costs under $1 million across eleven categories, including hazardous materials, environmental permitting, architectural services, geotechnical engineering, civil engineering, MEP, commissioning, roofing, and structural engineering. Projects are located across UConn's main campus in Storrs, regional campuses (Avery Point, Hartford School of Law, Downtown Hartford, Stamford, Waterbury), UConn Health facilities (Farmington and satellite locations), and other UConn-owned and leased properties. The solicitation was released in a staggered manner beginning October 8, 2026, with each solicitation remaining open for five weeks. The contract is scheduled to commence May 1, 2027, with a three-year initial term. The pre-proposal conferences were conducted on October 8 and October 13, 2026.
Selection of qualified companies is based on quality criteria requiring demonstration of managerial ability, technical ability, and integrity through submission of a Statement of Qualifications via the HuskyBuy electronic system. Prequalification requirements include current professional licenses (company and individual), SEEC Form 10, hourly rate sheets, relevant project experience within a recommended ten-year timeframe with design/consulting costs under $1 million, and proposed team resumes demonstrating staffing capability. Individual purchase orders within the program will not exceed $1 million, and compensation may be structured as fixed fee or hourly rate up to an agreed maximum aggregate amount, with a 10 percent markup permitted for subcontractors. UConn project managers retain the ability to request quotes from a single selected vendor within an on-call category, with all quotes subject to CPFP review prior to purchase order issuance. A supplier diversity certificate is required for the Architectural Small Projects category.
