About this opportunity

The City of New Haven is soliciting bids on an on-call storm drain maintenance contract for catch basin cleaning, pipe jetting, and CCTV inspection services, with proposals due June 10, 2026, at 3:00 p.m. through the City's eProcurement Portal; a non-mandatory pre-bid meeting is scheduled for May 29, 2026, at 9:30 a.m. via Zoom, and the question deadline is June 5, 2026, at 5:00 p.m. A mandatory 25% minority and women-owned business (MBE) utilization goal applies; failure to complete and submit the MBE Utilization Form will result in rejection as non-responsive.

The scope encompasses routine and priority cleaning of approximately 3,000 catch basins annually (with initial focus on basins not cleaned within 15 months, concentrated in the downtown area); water jet cleaning of pipes across multiple diameter ranges (approximately 500–200 linear feet per category); CCTV pipe inspection services (80 hours estimated at time-and-materials); combined vactor and jetting truck services (30 hours estimated); and disposal of non-hazardous solids and water removed from drainage structures (8 tons estimated). The contractor bears full responsibility for all permits, traffic control, uniformed officer pass-through costs, dewatering and staging areas, waste disposal, water sourcing, and provision of all equipment (vactor trucks, jetting equipment, CCTV apparatus). Detailed equipment specifications, method statements, disposal location information, and staging area documentation must accompany the bid. Record-keeping and monthly invoicing are conducted through the City-provided ArcGIS Field Maps application. All disposal costs are included in the contract price.

The contract term is one year with options for two successive one-year renewals. Award is intended for the lowest responsible bidder. The City of New Haven Living Wage Ordinance applies if contract total exceeds $25,000 (rates specified as $21.38–$22.38 per hour depending on benefits status for FY 2025–2026). Required insurance includes general liability ($1 million per occurrence), workers' compensation at statutory limits, auto liability ($1 million combined single limit), excess/umbrella liability ($1 million), and pollution liability ($1 million), with the City named as additional insured. The contract is funded through American Rescue Plan Act State and Local Fiscal Recovery Funds with a maximum value not to exceed $100,000, with all expenditures required after March 3, 2021, and all City obligations due by December 31, 2026. Contractors must comply with federal prevailing wage requirements, equal employment opportunity mandates, and the City's "Ban the Box" hiring policies. An EEOC compliance fee applies based on contract value (tiered schedule; payment due within seven business days of pre-award conference).
