About this file

This specifications and supplemental requirements document pertains to Project 26-083-01 Storm Drainage Maintenance for the City of New Haven, Connecticut, for the 2026-2027 contract period. The contract is an on-call service agreement requiring the contractor to perform routine catch basin cleaning, priority catch basin cleaning with three-working-day completion requirements, and pipe jetting services throughout the City. The work encompasses cleaning approximately 3,000 catch basins annually, with initial focus on basins not cleaned within the preceding 15 months, concentrated in the downtown area and dispersed throughout the City. The contractor must clean all basins once before any basin receives a second cleaning, following a systematic approach from upstream to downstream in drainage networks. The contract term is one year with options for two successive one-year renewals. No formal bid due date or award date is specified in this supplemental requirements document.

The contract utilizes a unit-price payment structure with separate line items for catch basin cleaning, priority catch basin cleaning, pipe jetting (categorized by pipe diameter ranges), and closed-circuit television (CCTV) inspection services. Time-and-materials billing is available for unique or unpredictable work explicitly agreed upon in writing prior to commencement. The contractor bears full responsibility for obtaining all necessary permits, providing traffic control and uniformed officers (pass-through costs), securing dewatering and staging areas, arranging disposal of solid and liquid wastes, obtaining water from commercial sources, and providing all equipment including vactor trucks, jetting equipment, and CCTV apparatus. The contractor must submit detailed equipment specifications, method statements, disposal location information, and staging area documentation with their bid. Record-keeping and invoicing are conducted through the City-provided ArcGIS Field Maps application, with monthly invoice submissions required and payment contingent upon documented records.
