About this opportunity

The Georgia Department of Transportation is requesting qualifications for on-call roadway design services statewide under RFQ 484-101221, with statements of qualifications due October 12, 2021 at 2:00 p.m. Eastern Time. A 16 percent disadvantaged business enterprise (DBE) participation goal applies to all projects. Written questions are due September 24, 2021.

All work must comply with GDOT design policies and standards, the GDOT Design Policy Manual, and the American Association of State Highway and Transportation Officials (AASHTO) Policy on Geometric Design of Highway and Streets. Services include roundabout feasibility studies, capacity analysis, geometry and alignment design, drainage and hydraulic studies, erosion and sediment control plans, signing and pavement marking design, signal design, and related tasks across concept, preliminary, and final phases. The prime consultant must hold GDOT prequalification in five specific area classes covering two-lane through multi-lane rural and urban roadway design and interstate highway design. The overall team must collectively demonstrate prequalification in nine additional area classes including traffic operations, landscape architecture, hydraulic and hydrological studies, bicycle and pedestrian facility design, and erosion control plan preparation. Prequalification expiration dates must remain current by the RFQ deadline.

The contract is an indefinite delivery, indefinite quantity on-call structure with a three-year term, renewable for up to five additional years. The minimum contract value is $25,000 and the maximum is $2 million. Payment may be structured as lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation. The contract is 100 percent state-funded. Indirect cost rates for prime and subconsultants are limited to a maximum of 150 percent under Federal Acquisition Regulation cost principles.

The selection process has two phases: Phase I evaluates qualifications submitted in the Statement of Qualifications; three to five finalist firms advance to Phase II, which requires submission of technical approach and past performance information. Addendum No. 1 (September 27, 2021) removed Area Class 9.02 from prequalification requirements. Addendum No. 2 (October 8, 2021) clarified evaluation criteria. A signed acknowledgment of both addenda must be attached to Phase I submissions.

Firms must demonstrate financial stability, maintain compliant accounting systems, submit CPA overhead audits if aggregate contracts exceed $250,000, have no outstanding audit deficiencies, and comply with Georgia's Security and Immigration Compliance Act requiring E-Verify participation.
