About this file

This is Addendum No. 1 to RFQ-484-101221 issued by the Georgia Department of Transportation (GDOT) Office of Transportation Services on September 27, 2021, pertaining to On-Call Roadway Design Services provided statewide across all Georgia counties. The addendum addresses written questions received during the RFQ Phase and provides clarifications and modifications to the original solicitation. The document removes Area Class 9.02 (Erosion, Sedimentation, and Pollution Control Comprehensive Monitoring Program) from prequalification requirements, as field work and rainfall data collection are not required under this contract. A signed acknowledgment of the addendum must be attached to Phase I submissions. The scope of work encompasses a variety of on-call roadway design services across multiple phases, including concept, preliminary, and final phases covering areas such as roundabout feasibility studies, capacity analysis, geometry and alignment design, drainage and hydraulic studies, erosion and sediment pollution control plans, signing and pavement marking, and signal design. Work shall comply with GDOT design policies, standards, the GDOT Design Policy Manual, and AASHTO guidelines.

The Prime Consultant must be prequalified by GDOT in five specific area classes covering two-lane through multi-lane rural and urban roadway design and interstate highway design. The team collectively must demonstrate prequalification in nine additional area classes including traffic operations, landscape architecture, hydraulic and hydrological studies, bicycle and pedestrian facility design, and erosion control plan preparation. Prequalification expiration dates must remain current by the RFQ deadline. A related question regarding the adjustment of work volume ranges for previously awarded GDOT contracts was referred for discussion at the Consolidated Recipient Committee (CRC) Procurement meeting scheduled for October 6, 2021, with potential revisions to Section IV, Item D to be addressed in a subsequent addendum prior to the RFQ due date.

This Addendum, including all questions and answers, shall become and form a part of the original RFQ package and shall be considered when preparing your proposal.

The purpose of this addendum is to provide the answers to the written questions received during the question and answer period of the RFQ Phase as follows:

I. Written Questions and Answers:

Questions Answers

1. Can you adjust the range of the previously awarded work by GDOT? The range seems very small from nothing to the maximum for credit. When looking at the latest statistics reports, the top 5 firms with GDOT all have over $100 million in fees with GDOT. There are a large number with over $10 million. Treating these the same as the ones with over $3 million does not seem to serve the purpose. I know this is total contracts, but it gives a good idea of current loads.

Can we suggest:

$0-$1 Million Excellent $1 million to $3 million good $3 million to $6 million Adequate $6 million to $10 million Marginal

>$10 million poor

This question will be discussed at the next CRC Procurement meeting scheduled for 10/06/21. After the meeting, if requirements change for Section IV. Item D.

Volume of Work Previously Awarded by GDOT, an Addendum will be posted prior to the RFQ due date/time.

2. Will area class 9.02 be used on the project? Most of the time design projects do not collect rainfall data.

No field work is required as part of this project/contract;

therefore, Area Class 9.02 is not required. See Addendum below for revised EXHIBIT I-1 that removes Area Class 9.02.

Addendum No. 1

3. Is pre-qualification in area class 9.02 Erosion, Sedimentation, and Pollution Control and Comprehensive Monitoring Program actually required?

See answer to Question #2.
