About this opportunity
The City of Tucson is conducting a competitive one-step procurement for On-Call Professional Survey Services through Request for Qualifications (RFQ) No. 240202, seeking to retain up to twelve consultants to provide professional survey services for the Department of Transportation & Mobility and other city departments. The selected consultants will be required to provide a three-member survey crew, a Survey Technician for calculations and drafting, and a Professional Land Surveyor registered in Arizona. Typical projects are anticipated to be less than $100,000, with individual projects not exceeding $500,000 without written approval from the Director of Business Services. The contract will have an initial one-year term with two two-year renewal options, with services to be requested on an as-needed basis. Submissions are due on Monday, July 22, 2024, at 2:00 pm local Arizona time, with a pre-submittal conference scheduled for Friday, June 28, 2024, at 10:00 am via Microsoft Teams. A screening committee will evaluate firms' qualifications and experience, with the most qualified firms invited to negotiate billing rates.
The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation, with the City of Tucson establishing a 5% aspirational DBE goal for the 2024-2026 period. Multiple funding sources may be utilized, including Regional Transportation Authority (RTA), Federal Transit Administration (FTA), Housing and Urban Development (HUD), and American Rescue Plan Act (ARPA) funds. Contractors must submit detailed documentation of DBE and SBE participation, including a Subcontractors List & DBE Commitment Form, and demonstrate affirmative steps to engage DBE firms. The estimated annual budget for these on-call services is $500,000, with compensation based on negotiated hourly rates and actual hours worked. Prime contractors will be required to use an online Contract Compliance System to track and report subcontractor payments, with potential penalties for non-compliance including withholding payments or disqualification from future bidding. The contract is not exclusive and does not guarantee that consultant services will be required, emphasizing the on-call nature of the procurement.
