About this opportunity

San Bernardino County Department of Public Works – Special Districts is requesting proposals for on-call professional structural engineering services for County Service Areas, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, with proposals due August 13, 2026. The Project Manager must be a registered structural engineer licensed in California with a minimum of five years of post-registration experience — the primary capability filter.

The scope covers seismic and structural inspections, engineering evaluations and calculations, independent peer reviews, structural design and construction services, compliance verification with building codes, on-site construction management, and as-built documentation for emergency, maintenance, and capital improvement projects across water districts, sewer and storm drain pump stations, sanitation districts, recreation and parks districts, detention basin districts, road districts, regional parks (including Big Morongo Canyon Wildlife Preserve, Mojave Narrows Regional Park, and Prado Regional Park), and county airports throughout San Bernardino County. Work is performed across multiple service areas and locations distributed throughout the county.

The estimated contract value is $100,000 per contract term. The contract term is five years, commencing in September 2026 and ending June 30, 2031. Compensation is provided on a job-by-job basis through individual purchase orders at a fixed fee based on the approved fee schedule submitted with the proposal. Payment is made within sixty working days of invoice receipt. The County reserves the right to award multiple consultants and guarantees no minimum work or compensation. The County may terminate for convenience with thirty days' written notice.

Required certifications include California structural engineering license, Department of Industrial Relations registration, general liability insurance ($1,000,000 minimum), professional liability or errors and omissions insurance ($1,000,000 per claim / $2,000,000 aggregate), workers' compensation, automobile liability, and cyber liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate). Prevailing wage compliance is required for applicable public works projects.

Evaluation criteria are weighted as follows: Qualifications and Experience (40%), Technical Review (40%), and References (20%). Fee proposals will be submitted separately and reviewed only after qualifications-based ranking. A non-mandatory bidder's conference is scheduled for July 20, 2026, at 9:00 a.m. via Microsoft Teams. Questions are due July 29, 2026, at 4:00 p.m. Tentative awards are anticipated in September 2026.
