The county is soliciting proposals for structural engineering services to support County Service Areas, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, with scope including seismic and structural inspections, engineering evaluations, peer reviews, structural design and construction services, building code compliance verification, on-site construction management, and as-built documentation for emergency, maintenance, and capital improvement projects throughout San Bernardino County. A pre-proposal conference is scheduled for July 23, 2026, at 9:00 a.m., with a questions deadline of July 29, 2026, at 4:00 p.m., and proposals due Monday, August 13, 2026, at 3:00 p.m. The contract term is five years, commencing in September 2026 and ending June 30, 2031, with the county reserving the right to award multiple consultants.

Proposals must include a completed cover page (Attachment A), proposal documentation addressing the RFP format requirements, and a sealed cost/fee proposal (Attachment E) submitted separately, with all RFP addendums and amendments signed and included with submissions. Compensation is provided on a job-by-job basis through individual purchase orders at fixed fees from the approved fee schedule, with payment within sixty working days of invoice receipt. Contractors must maintain California structural engineering licensure, Department of Industrial Relations registration, general liability insurance ($1,000,000 minimum), professional liability insurance ($1,000,000 per claim / $2,000,000 aggregate), workers' compensation, automobile liability, and cyber liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate). Prevailing wage compliance is required for applicable public works projects, and the estimated contract value is $100,000 per contract term with no guaranteed minimum work or compensation.
