About this opportunity

The City of Tucson is conducting a Request for Qualifications (RFQ) No. 226004 to retain up to six consulting firms for on-call professional planning and design services for the Tucson Water Department. The solicitation seeks consultants to provide services across four primary areas: Water Quality Planning, Water Resources Planning, Water Infrastructure/System Planning, and Design Services. Prospective consultants must submit Statements of Qualifications by March 31, 2022, with a pre-submittal conference having been held on March 14, 2022. The evaluation process will be a one-step qualitative selection, with firms assessed on specific criteria: project team qualifications (35 points), available resources (30 points), past work performance and references (25 points), and overall firm qualifications (10 points). Compensation will be based on hourly rates negotiated prior to contract award, with direct expenses reimbursed at cost and travel expenses following General Services Administration (GSA) rates.

The contract has no specific set-aside designations or restrictions on respondent types, though consultants must maintain appropriate insurance, including professional liability coverage of $1,000,000 per claim and $2,000,000 annual aggregate. The contract term is one year with two two-year renewal options, and the estimated budget for the first year is $500,000. Importantly, the contract is neither exclusive nor a commitment that any consultant's services will be definitively required, meaning the City of Tucson will request services on an as-needed, if-needed basis. Consultants should note that the City will not reimburse normal business mileage within Pima County. The solicitation covers professional services within Pima County, Arizona, with the understanding that work will be distributed among the selected consultants based on the City's specific project needs and the consultants' demonstrated capabilities.
