About this opportunity
The Town of Parker, Colorado, in Douglas County, has issued Request for Qualifications (RFQ) 26-003 for On-Call Professional Development Construction Inspection Services. The Town seeks qualified firms to provide comprehensive construction inspection services for development and utility projects on an as-needed basis throughout the municipality. Services include inspection of asphalt and concrete pavement, curb and gutter, sidewalks, storm sewer structures, detention pond infrastructure, traffic control, pavement marking, and signage. Selected consultants will work under the direction of the Town's Engineering Field Services Manager, represent the Town at project progress meetings, perform warranty inspections, and produce punchlists of deficiencies. Work is anticipated to be full-time (40 hours per week) during April through November, with potential for multiple staff assignments during periods of increased construction activity. The evaluation committee will score responses using a weighted criteria system: Firm Qualifications and Relevant Experience (40%), Key Staff Qualifications and Personnel Availability (30%), Key Staff Knowledge and Experience of Development Construction (20%), and Cost and Rate Structure (10%). Questions must be submitted by February 5, 2026, at 10:00 AM, and proposals must be submitted electronically through bonfirehub.com by February 12, 2026, at 2:00 PM MST, with interviews and notice of intent to award anticipated in February 2026 and contract commencement in March 2026.
The RFQ contains no set-aside designations or restrictions limiting organization types eligible to respond. No incumbent vendors or current contractors are identified in the documentation. The awarded consultant must obtain and maintain a Town of Parker Business License in good standing and comply with all OSHA, state, and Town safety regulations. Consultants must provide their own inspection vehicles and all necessary safety equipment, maintain comprehensive insurance coverage including Worker's Compensation with statutory limits, Commercial General Liability of $1 million per occurrence and $2 million general aggregate, and Professional Liability/Errors and Omissions of $1 million per occurrence and $2 million aggregate, with the Town named as additional insured. The initial contract term runs for one year with four optional one-year renewals, and compensation is structured on a time-and-materials basis with hourly rates that must be all-inclusive for labor, equipment use, travel time, and all other costs at straight-time rates, though no specific budget range or maximum contract value is disclosed in the available documentation.
