This Request for Qualifications (RFQ) is issued by the Town of Parker, Colorado, Public Works/Engineering Department for on-call professional development construction inspection services. The Town seeks qualified firms to provide construction inspection services for various development and utility projects within the municipality, including inspection of asphalt and concrete pavement, curb and gutter, sidewalks, storm sewer structures, detention pond infrastructure, traffic control, pavement marking, and signage. Selected consultants will work under the direction of the Town's Engineering Field Services Manager and may represent the Town at project progress meetings, perform warranty inspections, and produce punchlists of deficiencies. Work hours are anticipated to be full-time (40 hours per week) during April through November, with potential for multiple staff assignments during periods of increased construction activity. The deadline for question submissions is February 5, 2026, at 10:00 AM, and proposals must be submitted electronically through bonfirehub.com by February 12, 2026, at 2:00 PM MST. The Town anticipates conducting interviews in February 2026 and issuing notice of intent to award in February 2026. The awarded contract will commence in March 2026 for an initial one-year term with four optional one-year renewals.

The evaluation committee will score responses using a weighted criteria system: Firm Qualifications and Relevant Experience (40%), Key Staff Qualifications and Personnel Availability (30%), Key Staff Knowledge and Experience of Development Construction (20%), and Cost and Rate Structure (10%). The hourly rate quoted must be all-inclusive for labor, equipment use, travel time, and all other costs at straight-time rates, with invoices submitted monthly by the tenth of each month. Consultants must obtain and pay for all required permits, licenses, and inspection fees, maintain comprehensive insurance coverage as specified in the sample professional services agreement, and comply with all OSHA, state, and Town safety regulations. The Town requires successful consultants to be licensed by the Town of Parker or have a pending application prior to work initiation, or agree to obtain licensing within 30 days of award. The Town is exempt from state and local sales taxes under Statute Section 39-26.708(1)(a)(XIX). No incumbent vendor or set-aside designations are specified, and consultants must provide their own inspection vehicles and all necessary safety equipment while maintaining consistency through assignment of one or two employees to the contract.
