About this opportunity
The County of San Mateo Parks Department is issuing a Request for Proposals (RFP) for on-call professional consulting services to provide construction management services for parks projects throughout San Mateo County. The procurement seeks a qualified firm to manage, coordinate, inspect, and administer assigned projects across all phases, including pre-construction planning, bid and award activities, construction oversight, and project closeout. Key deliverables and objectives include project management, stakeholder coordination, construction inspection, cost and schedule monitoring, quality assurance, risk management, and regulatory compliance. Minimum qualifications require proposers to demonstrate four years of similar services experience within the last seven years, designate an account manager with at least two years of relevant experience within the last five years, provide proof of non-debarment status through SAM.gov, maintain valid California professional licenses, and carry appropriate insurance coverage including $1,000,000 in general liability, motor vehicle liability, and professional liability insurance. Evaluation criteria are weighted at 40 percent for firm qualifications, 25 percent for team qualifications, 25 percent for price proposal, and 10 percent for preferential points under the County's local business preference ordinance. Proposers must submit hourly rates for all personnel categories (Project Manager, Resident Engineer, Inspectors, Office Engineer, and administrative support) and provide a sample fee proposal for an example park restroom replacement project. The RFP was released on March 9, 2026, with a deadline for questions and contract exceptions of March 16, 2026 at 5:00 p.m. and a proposal submission deadline of March 23, 2026 at 5:00 p.m. via the eProcurement portal. No pre-proposal conference or site visit is scheduled.
The County has established a local business preference program offering a 5 percent preference to local businesses and local non-profits, with an additional 3 percent preference for small businesses or small non-profits (totaling 8 percent) or an additional 5 percent preference for micro businesses or micro non-profits (totaling 10 percent). The awarded contractor will enter into a three-year agreement with one optional one-year extension period exercisable at the County's discretion, with notice required at least thirty days before contract expiration. The contract value is not specified in the procurement documents; however, two contract templates are included—one for agreements exceeding $200,000 and one for agreements under $200,000—suggesting the award amount will depend on the scope and pricing submitted by the selected contractor. The contract will require compliance with California Labor Code prevailing wage requirements if applicable, the County's Living Wage Ordinance, non-discrimination and equal employment opportunity provisions, Section 504 of the Rehabilitation Act, and other applicable federal, state, county, and municipal laws. All work products created under the agreement will become the exclusive property of the County, and the contractor must maintain records for three years after final payment, subject to County audit and examination.
