About this opportunity

The Town of Parker, Colorado is soliciting qualifications from one or more consultants for on-call professional building plan review, inspection, conveyance inspection, and code consulting services under RFQ 26-024, with responses due November 24, 2026. The solicitation carries no set-aside, preference, or sole-source restriction. Services supplement the Town's Building Division staff during high permit volume, staff vacancies, specialized project needs, or when independent technical expertise is required.

Scope includes commercial and residential plan reviews, discipline-specific reviews and resubmittals, supplemental building inspections and reinspections, conveyance permit reviews and inspections, periodic conveyance inspections, conveyance test witnessing, emergency and after-hours field services, and code consulting, meetings, and training support. Work must comply with Town-adopted codes and Colorado requirements, including wildfire resiliency and electric-ready, solar-ready, and EV readiness provisions. Fire reviews and inspections are excluded because South Metro Fire Rescue retains them. The scope covers Parker's ongoing elevator and lift program, with pricing for two inspections per year, and private residential elevator review and acceptance with no recurring Town inspections afterward. It also includes assigned state reporting support.

Bidders must submit hourly rates and fixed fees, identify fee units and included services, disclose all fee structures, and propose initial review and resubmittal timeframes. Supplemental inspections, emergency services, and expedited work require mutual written agreement, though legal deadlines still apply. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit if vehicles are used, and workers' compensation with statutory limits. The consultant must also hold a Town of Parker Business License. The agreement sets an initial one-year term with the Town holding sole option to renew for four additional one-year periods. Work is non-exclusive and the Town has no obligation to issue Orders. Quoted rates do not authorize services or increase the agreement maximum. Invoices are due within 30 days of month-end, the Town may terminate with or without cause on seven days' written notice, and the agreement is governed by Colorado law with venue in Douglas County.
